PURPOSE/ACTION REQUESTED
Discuss and obtain direction on permitting the City of Eagan's Police Department to install several license plate readers within the County's right of way.
SUMMARY
The Eagan Police Department is looking to install license plate reader (LPR) cameras at various locations in the city to assist with investigating crimes. LPRs capture computer-readable images of license plates and vehicles allowing comparisons of plate numbers against those of stolen vehicles or wanted individuals. The Eagan Police Department is considering locations within the County right of way (ROW) at high-traffic intersections, including Yankee Doodle and Pilot Knob Road and at Cliff and Diffley Road. The Eagan Police Department has reached out to County Transportation to learn more about what approvals and conditions may be needed to install LPRs.
LPR installation on behalf of a city would be permissible in County ROW by permit but not mandatory. The ROW ordinance (No. 126) allows discretionary installation of LPRs under the ordinance's general Obstruction Permit language. The County's Sheriff's Department is also considering future use of the LPR technology to aid in crime investigations.
