Discussion Of 2024 Regional Railroad Authority Priorities
end
PURPOSE/ACTION REQUESTED
Discuss potential priorities for use of Regional Railroad Authority (Authority) fund balance.
SUMMARY
The Authority was formed in 1987 under Minn. Stat. § 398A, which grants broad powers to the Authority to plan, acquire, construct, and operate transitways and railroads. Within these powers, the Authority has planned and participated in development of the Cedar Avenue METRO Red Line, I-35W METRO Orange Line, and Robert Street Transitways. The 2024-2028 Authority Capital Improvement Program (CIP) and Budget includes a study of the Dan Patch rail corridor to determine feasibility for preservation and utilization as a greenway trail.
The Authority’s current fund balance is approximately $8.8 million. Staff will discuss potential projects and the range of eligible County funding sources for each project type (Attachment: Potential Projects and Funding Sources). Discussion and direction from the Authority will help identify strategic priorities for use of Authority Fund balance compared to other County funding sources in advance of developing the Draft 2025-2029 CIP.
