PURPOSE/ACTION REQUESTED
Receive an update on the Working Group on Youth Interventions (WGYI) final report.
SUMMARY
The WGYI was established by the legislature in 2023 to assess the current system(s) and post-disposition resources for addressing the therapeutic and rehabilitative needs of youth, specifically those adjudicated to be either a Child in need of Protection Services (CHIPS) or delinquent. The legislation outlined the membership, which included representatives from all seven counties in the metro area, four counties in greater Minnesota, representatives from the Minnesota Sheriff's Association and the Minnesota County Attorney's Association, as well as the National Alliance on Mental Illness (NAMI), a culturally competent organization, and two community members with lived experience in the youth justice system.
The WGYI began meeting in September 2023 and held their final meeting on February 14, 2024. The working group developed recommendations for the legislature on the design of a regional system of care for youth interventions, for sustainable financing models, and for alternatives to criminal penalties. The final report was submitted to the legislature (Attachment: Final Report).
