Discuss potential support for the Global Green Expo 2031 proposed to be held in Dakota County.
SUMMARY
EXPO 2031 Minnesota, USA (EXPO 2031) is an accepted A1 World Horticultural Exposition Application in process with the Internal Association of Horticultural Producers (AIPH). EXPO 2031 would run for 168 days beginning May 1, 2031. Under the theme of "Human/Nature: Where People and Horticulture Meet," EXPO 2031 is planned to bring to life 9 topical subthemes spanning the full range of relevant intersections where humanity and horticulture meet today and tomorrow. Other subtheme topics further explore "Human/Nature" and will showcase Minnesota's strengths on a global stage.

A draft memorandum of understanding (MOU) has been provided by EXPO 2031 that would provide for the County to perform some specific support activities for the proposed event (Attachment B). The proposed MOU contains provisions for the County to act as the non-exclusive fiscal agent, collaborate on land acquisition, appoint a Board member to serve on the EXPO 2031 Board of Directors, participate in State and Federal meetings, participate in public presentations, appoint a staff person to attend AIPH meetings, support promotional materials and communications, and disburse funds in accordance with relevant legislation and the County's current policies and procedures. It would provide for reimbursement of the County's administrative costs.
Staff seeks Board direction on whether to move forward in developing an agreement to provide support as requested for Global Green Expo 2031.
