PURPOSE/ACTION REQUESTED
* Authorize amending the adopted 2024 Transportation Capital Improvement Program (CIP) Budget to include the addition of Local Road Improvement Program (LRIP) Grant Funds for CP 46-057.
* Delegate authority to the County Manager for the award of a construction contract to the lowest responsive bidder for the roundabout at the intersection of County State Aid Highway (CSAH) 46 and CSAH 85, CP 46-057.
SUMMARY
To provide a safe and efficient transportation system, Dakota County is proceeding with CP 46-057 (Attachment: Location Map), which consists of installing a roundabout at the intersection of County State Aid Highway (CSAH) 46 (160th Street East) and CSAH 85 (Goodwin Ave). The intersection of CSAH 46 and CSAH 85 exists today as a thru-stop-controlled intersection and has a crash and severity rate that exceeds the typical statewide average. Construction is scheduled for 2024.
The project was selected to receive $1,500,000 of Local Road Improvement Program (LRIP) funds from the Minnesota Department of Transportation to be used for construction. The 2024 CIP Adopted Budget needs to be amended to include the additional grant funding.
An early July 2024 construction kick-off for the roundabout is needed to ensure a suitable time to complete the intersection modification within the 2024 construction season. To facilitate this timeline, staff requests delegation of authority to the County Manager to award the construction contract to the lowest responsible bidder for CP 46-057.
