Authorization To Execute Joint Powers Agreement With City Of Lakeville For Traffic Signal Revisions At Pilot Knob Road And 170th Street, County Project 31-120
end
PURPOSE/ACTION REQUESTED
Authorize executing a joint powers agreement (JPA) with the City of Lakeville for the traffic signal revision project at the County State Aid Highway (CSAH) 31 (Pilot Knob Road) and 170th Street intersection, County Project (CP) 31-120.
SUMMARY
To promote a safe and efficient transportation system, Dakota County is partnering with the City of Lakeville on CP 31-120. The traffic signal is owned and operated by Dakota County. The existing traffic signal was installed at the intersection of CSAH 31 and 170th Street in 1997.
The County is the lead agency for CP 31-120 and is responsible for performing project design and construction inspection. The project will revise the signal system to allow for protected left turns on the 170th Street approaches of the existing CSAH 31 (Pilot Knob Road) and 170th Street traffic signal (Attachment: Location Map). This project will improve vehicle progression and allow flexibility of the left turn operations to improve pedestrian crossing safety and vehicle interactions on 170th Street.
A JPA with the City is necessary to define County and City design, construction, and cost participation for CP 31-120. The cost participation for traffic signal revisions will be in accordance with adopted Cost Share Policy F.4 Cost Participation - Traffic Signals. The County's cost share is 50 percent (estimated $10,000), and the City's cost share is 50 percent (estimated $10,000). County and City maintenance, operation, and energy cost responsibilities will remain as identified in Traffic Signal Agreement No. 97-456 (August 22, 1997).
