PURPOSE/ACTION REQUESTED
Receive an update on the Minnesota Department of Transportation's (MnDOT) Trunk Highway (TH) 52, TH 55, and County State Aid Highway (CSAH) 42 network analysis study progress.

SUMMARY
To promote a safe and efficient transportation system, Dakota County is working with MnDOT to identify and address transportation deficiencies affecting County residents and businesses. The TH 52, TH 55, and CSAH 42 network analysis study's purpose is to determine current and future transportation needs of the three roadway network systems and to evaluate the benefits of rerouting TH 55 to TH 52 and CSAH 42 long-term (Attachment: Project Location). MnDOT is conducting the study in two phases, with Phase 1 aimed at identifying the current and future projected traffic volumes through a multitude of routing scenarios with the goal of ultimately determining if a reroute to TH 55 is deemed beneficial and in the best interest of stakeholders. Upon completion of Phase 1 (early 2025), MnDOT's consultant will commence Phase 2 with the objective to advance the Phase 1 recommendation to a preliminary concept level.

The project team has conducted two public engagement events to date targeting the study area residents, area commercial/industrial stakeholders, and agency stakeholders. The most recent event occurred on October 16, 2024, at the City of Rosemount which shared the various scenarios and expected costs being considered with each (Attachment: Open House Boards).
