PURPOSE/ACTION REQUESTED

Receive an update on County Project (CP) 99-013 County Road 46 4-lane expansion project from Trunk Highway (TH) 3 to TH 52.

 

SUMMARY

To promote a safe and efficient transportation system, Dakota County, the Cities of Rosemount and Coates, and Empire Township are partnering on CP 99-013 (ST00011). CP 99-013 (ST00011) is the preliminary design of County State Aid Highway (CSAH) 46 (160th Street/Brandel Drive) from TH 3 in Rosemount and Empire Township to CSAH 48 (160th Street) in Coates (see Attachment: Location Map). The design includes expanding CSAH 46 to a four-lane divided highway, reviewing the existing right of way, and determining preliminary right of limits.

 

By Resolution No. 20-427 (September 1, 2020), the County Board authorized execution of a joint powers agreement with the City of Rosemount and authorized execution of a contract with TKDA for design services for CP 99-013 (ST00011). By Resolution No. 21-373 (July 20, 2021), the County Board authorized execution of a contract amendment to TKDA’s design contract to include out of scope work for traffic analysis, right of way mapping, additional environmental evaluation, and cultural resources review.

 

The project team has been developing a preliminary design with project stakeholders. The high-level cost estimate is $40 million for construction. External funding opportunities have been pursued to help offset County and local costs which included state bonding, 2022 Metropolitan Council Regional Solicitation, and Rebuilding American Infrastructure with Sustainability and Equity (RAISE). The project was not successful in obtaining any of these three outside funding sources.

 

Throughout 2023, coordination will continue with the University of Minnesota on the preliminary design process to arrive at a layout supported by external partners including the cities and township. Additional outside funding opportunities will also be pursued during the year. Due to ongoing design coordination and funding needs, construction of the project has been programmed in 2027 and will be dependent on securing the necessary funding for the project.

 

The current pavement condition on CSAH 46 is near the end of its life and an overlay is needed in 2023 to preserve the pavement to an acceptable level. Staff is planning for an overlay on CSAH 46 between TH 3 and CSAH 48 and will include operational improvements for safety and mobility along the corridor. The overlay will extend the useful life of the pavement and allow additional time to move the design forward, work with stakeholders and secure external funding.

 

Staff is planning on further evaluation of ramps at the CSAH 46/TH 52 interchange and will be coordinating with the Minnesota Department of Transportation and the City of Coates. This evaluation will be included with the layout for the portion of CSAH 46 from TH 3 to the western edge of the CSAH 46/TH 52 interchange.
