PURPOSE/ACTION REQUESTED
Authorize execution of a contract with Kimley-Horn, Inc. for planning services on County Project (CP) 38-64, McAndrews Road Feasibility Study.
SUMMARY
To provide a safe and efficient transportation system, Dakota County (County) is proceeding with CP 38-64 to evaluate the feasibility of a multi-use trail and determine necessary retaining wall repairs on County State Aid Highway (CSAH) 38 (McAndrews Road) in Apple Valley between 140th Street and Galaxie Avenue (Attachment: Map). Construction of trail facilities addressing the existing gap on CSAH 38 was identified for implementation concurrent with other road work through the 2040 Dakota County Transportation Plan. The aim of the feasibility study is to determine whether a trail facility is constructible within the corridor and whether changes to the roadway, intersection and retaining walls are needed to accommodate it. General needs for retaining wall maintenance and repair will also be identified through this effort.
To advance this project, a request for proposals for planning and design services was issued on September 29, 2022, to four consulting firms. Staff from the County and the City of Apple Valley evaluated the proposals and recommends Kimley-Horn as the most cost-effective and responsive to the scope of work. The design work is expected to begin in early December 2022, with completion by August 2023.
Four firms submitted proposals with the following estimated total and hourly costs:
• Bolton & Menk; $75,824; $145.29 per hour
• Kimley-Horn; $159,400; $137.09 per hour
• SEH; $250,000; $149.75 per hour
• SRF; $173,422; $135.70 per hour

Staff recommends execution of a contract with Kimley-Horn for professional services for CP 38-64 based on the quality and cost-effectiveness of their proposal (Attachment: Evaluation Summary).

EXPLANATION OF FISCAL/FTE IMPACTS
The 2022-2026 Transportation Capital Improvement Program (CIP) includes $216,750 in County funds for the study and design of trail improvements on McAndrews Road, with a $38,250 contribution from Apple Valley consistent with the County’s cost participation policy (Attachment: Financial Summary).

WHEREAS, Dakota County has included County Project 38-64 in its 2022-2026 Capital Improvement Program to construct trail facilities on McAndrews Road; and
WHEREAS, a request for proposals was released on September 29, 2022, to conduct a feasibility study on the construction of trail facilities and necessary associated improvements to the McAndrews Road corridor; and
WHEREAS, four responses were received from qualified proposers; and
WHEREAS, Kimley-Horn, Inc. was identified as the most responsive to the request for proposals and within the project budget.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Physical Development Director to execute a contract with Kimley-Horn, Inc. to complete planning and design services necessary to advance the design and construction of a multiuse trail on County State Aid Highway 38 (McAndrews Road) in Apple Valley in an amount not to exceed $159,400, subject to approval by the County Attorney's Office as to form.
