WHEREAS, to provide a safe and efficient transportation system, Dakota County and the City of Inver Grove Heights (City) are proceeding with County Project 28-66, the County State Aid Highway (CSAH) 28 (80th Street East) Improvements project in the City of Inver Grove Heights; and
WHEREAS, County staff sent a Request for Proposal to three qualified professional consultants; and
WHEREAS, two proposals were received and evaluated by County and City staff; and
WHEREAS, the proposal from KLJ Engineering, LLC has the best value costs for the Project and provides all the services needed; and
WHEREAS, City staff concurs with the recommendation to select KLJ Engineering, LLC; and
WHEREAS, the Amended 2023 Transportation Capital Improvement Program Budget includes $100,000 for County Project 28-66 engineering consulting services; and
WHEREAS, the Transportation Safety & Management set aside includes sufficient funds to cover additional design costs for County Project 28-66; and
WHEREAS, the County’s cost share is 85 percent of the portion of the consultant contract for roadway design and, 50 percent of the portion of the consultant contract for signal design; and
WHEREAS, staff recommends execution of a contract with KLJ Engineering, LLC for design engineering consulting services for CP 28-66 for actual costs not to exceed $239,822.70
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Physical Development Director to execute a contract with KLJ Engineering, LLC to perform final engineering design consulting services for County Project 28-66 in an amount not to exceed $239,822.70, subject to approval by the County Attorney’s Office as to form; and
BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby amends the 2023 Transportation Budget as follows:
