BACKGROUND

County Project (CP) 97-229 will refine the County Road 60/64 alignment recommended in the Dakota County East-West Corridor Preservation Study Phase 2, completed in 2006, and will support coordinated planning for future capital improvements and anticipated development along the corridor system.

The 2026-2030 Transportation Capital Improvements Program (CIP) Adopted Budget identifies CP 97-229 for advancement during the current planning period. The CIP includes an allocation of $350,000 for consultant services and $70,000 for staff time for a project total of $420,000. A budget amendment in the amount of $22,107 is required to increase the consultant services budget to proceed with a consultant contract.

Consultant Selection

The Transportation Department issued a request for proposals to five firms. Four firms submitted proposals. County and city staff evaluated the proposals based on project understanding, approach, team expertise, quality control, past performance, and cost.

County and city staff selected WSB LLC because its proposal best met the evaluation criteria, provided the most complete response, and offered the best value for the requested scope. WSB LLC demonstrated a comprehensive project scope and public engagement strategy, understanding of project-specific issues, experienced project team, and ability to manage complex and similar projects for Dakota County.
