PURPOSE/ACTION REQUESTED
Authorize the Deputy County Manager to execute a contract with Aviat Networks for continued support of the Dakota County microwave equipment which provides connectivity between radio towers for the 800 MHz radio subsystem.
SUMMARY
In 2018, Dakota County approved a five-year contract with Aviat Networks to update the county’s microwave equipment and software. The agreement included a preventive maintenance program and software monitoring. The proposed new contract with Aviat is a continuation of this original agreement, which will maintain operational continuity of critical public safety communications and reduce outage periods that may occur at the 800 MHz radio sites.
Services included in the five-year agreement are priority equipment maintenance, software support, on-site preventive and corrective equipment maintenance, and software updates for all ten tower sites.

EXPLANATION OF FISCAL/FTE IMPACTS
The total contract cost is $176,281. Funding for this proposed contract is split equally between:
The 800MHz CEP Budget = $88,140
The Radio Services Operational Budget = $88,140
The annual invoice amount will be $35,256.
The annual amount includes six ground corrective maintenance callouts. Additional callouts = $1,272 per visit.

WHEREAS, the County Board authorized a contract in 2018 with Aviat Networks to provide professional services to assist in the support of the Dakota County subsystem that is part of the statewide Allied Radio Matrix for Emergency Response (ARMER) system; and
WHEREAS, Aviat installed and maintained county microwave radio equipment and software that connects the 800 MHz radio subsystem that provides county first responders with continuous operational communication; and
WHEREAS, contracts in the amount of $100,000 and over must be approved by Dakota County Board of Commissioners.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to execute a five-year contract with Aviat Networks to continue providing a five-year preventive and break fix maintenance program and system monitoring software for the microwave system for a total contract amount not to exceed $176,281, subject to approval by the County Attorney's Office as to form.
