PURPOSE/ACTION REQUESTED

Authorize execution of Cooperative Construction Agreement No. 1058176 with the Minnesota Department of Transportation (MnDOT) for County State Aid Highway (CSAH) 28 Roadway Improvements, County Project (CP) 28-76, State Project 1928-97, in Inver Grove Heights.

 

SUMMARY

To provide a safe and efficient transportation system, Dakota County is proceeding with County Project (CP) 28-76, the CSAH 28 (80th Street) Roadway Improvements in Inver Grove Heights (Attachment: Project Location Map). CP 28-76 consists of a lane reduction, pedestrian crossing improvements, signal revisions, and a signal replacement along CSAH 28 (80th Street) between Babcock Trail and Blaine Avenue.

 

In order to proceed with the improvements within MnDOT’s right of way, a cooperative agreement with MnDOT is necessary. Executing MnDOT Cooperative Construction Agreement No. 1058176 will update the existing maintenance, operation, and power responsibilities for the two traffic signals located at CSAH 28 (80th street) and the Trunk Highway (TH) 52 east and west ramps.

 

The Agreement will allow the construction of grading, bituminous surfacing, Americans with Disabilities Act improvements, and signal modifications on the State's TH 52 right of way. The State will grant the County (and its contractors and consultants) the right to occupy the TH right of way as necessary to perform the work described in the Project Plans. The Agreement will also define maintenance operation and responsibilities for traffic control signal systems and Emergency Vehicle Preemption systems operation.

Staff recommends executing Cooperative Construction Agreement No. 1058176, State Project 1928-97, with MnDOT for construction, maintenance, and operations of traffic signals for CP 28-76.

WHEREAS, to provide a safe and efficient transportation system, Dakota County is proceeding with County Project (CP) 28-76; and

 

WHEREAS, CP 28-76 consists of a lane reduction, crossing improvements, signal revisions, and a signal replacement along County State Aid Highway 28 between Babcock Trail and Blaine Avenue; and

 

WHEREAS, the County is the lead agency for the Project; and

 

WHEREAS, execution of Cooperative Construction Agreement No. 1058176 will define right of way use, contract award and construction, and maintenance responsibilities for CP 28-76.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Physical Development Director to execute Agreement No. 1058176 with the Minnesota Department of Transportation to define right of way use, contract award, construction, and maintenance responsibilities for the County State Aid Highway 28 traffic signals at the Trunk Highway 52 east and west ramps, subject to approval by the County Attorney’s Office as to form.
