Authorization To Execute Contract Amendment With Brink’s U.S., A Division Of Brink’s Incorporated, Delaware, For Armored Transportation Services

PURPOSE/ACTION REQUESTED

Authorize the Enterprise Finance and Information Services Director to amend the contract with Brink’s U.S. for armored transportation services.

SUMMARY

Dakota County issued a Request for Proposals (RFP) in 2021 for armored transportation services. Brink’s U.S. was the sole responder to the RFP and was awarded the contract. Brink's is a globally recognized company that provides armored transportation services, specializing in the secure movement of valuable goods, such as cash. Their services involve transporting cash from seventeen specific Dakota County locations to the bank while implementing stringent security measures to ensure the protection of assets during transit.

The rate-based contract was effective March 1, 2022, and automatically renews in successive one-year terms unless terminated. Contract rates are subject to change on an annual basis. The original contract budgeted amount was $70,000 per year.

In late 2023, Brink’s U.S. informed the staff of the following rate adjustments:

•                     Cash in Transit Services: The rates increased by 12%.

•                     Security Surcharges: The rates increased by 5%.

As a result, the contract budgeted amount for year two is now $85,000. The total contract amount, considering both years, stands at $155,000. In addition, staff are recommending a third year on the contract with an option to renew for up to two additional one-year terms.

RECOMMENDATION

recommendation

Staff recommends that the Board authorize the Enterprise Finance and Information Services Director to amend the armored transportation services contract with Brink’s U.S. in the amount of $240,000, for a three-year term through February 28, 2025, with an option to renew for up to two additional one-year terms through February 28, 2027, for a total contract amount of $430,400, which includes estimated annual rate increase of 12% for years four and five.
