Authorization To Execute Joint Powers Agreement With City Of Rosemount For Rosemount Greenway: Dunmore Segment
end
PURPOSE/ACTION REQUESTED
Authorize execution of a joint powers agreement (JPA) with the City of Rosemount (City) for the Rosemount Greenway: Dunmore segment.
SUMMARY
By Resolution No. 12-359 (July 31, 2012), the Rosemount Greenway Master Plan (Master Plan) was adopted by the Dakota County Board of Commissioners. The master plan established a preferred alignment for the Rosemount Greenway between Lebanon Hills Regional Park and Spring Lake Park Reserve via downtown Rosemount. (Attachment: Area Map)
The City, in coordination with private development, secured right of way as well as the initial grading for the trail portion of trail within Dunmore Development. The City has recently completed the 95 percent design for the trail gap with the intention to bid the project in the spring of 2025. (Attachment: Project Map)
The proposed JPA includes the roles and responsibilities and associated cost to complete the Dunmore segment. The total cost of the project, including project delivery costs, is estimated at $510,000. The City is leading the project and providing design and construction management estimated at $60,000. The estimated County cost is $450,000 for all construction elements, including a 10 percent contingency.
This greenway collaborative project is consistent with current cost-share practice for city-led greenway projects. Dakota County and the City of Rosemount will establish a Supplemental Maintenance Agreement (SMA) when the Rosemount Greenway is completed between Lebanon Hills Regional Park and Central Park or completed to Flint Hills Park via downtown.
