PURPOSE/ACTION REQUESTED
Authorize accepting the donation by the City of South St. Paul of the statue known as Lucy to be installed outside of Kaposia Library.
SUMMARY
Pursuant to Policy 1570 Gift Acceptance and adopted Donation Plan (Resolution No. 24-101, February 27, 2024), the Dakota County Board of Commissioners delegated to the County Manager or their designee, the Dakota County Library Advisory Committee, the authority to accept gifts of personal property up to $1,500 in value for public library purposes. Gifts to Dakota County libraries with a value greater than $1,500 are presented to the County Board for approval and acceptance.
For many years a statue of Lucy, from the Peanuts cartoon, stood in front of the South St. Paul Public Library. It had originally been donated to the City of South St. Paul by former Commissioner Nancy Schouweiler and her husband Greg.
After sitting outside of the library for over 9 years, the statue was in poor condition, and no one considered moving it to the new library. However, a local artist, Jaclee Slaba volunteered to repair and restore the statue. Once those repairs are complete, the city is offering to donate the statue to the county to sit out front of the Kaposia Library.
The City of South St. Paul is hosting a lemonade stand at community events to raise the funds needed for any expenses associated with the restoration and moving of the statue.
The statue is 6 feet tall and 4 feet wide, weighs 300 pounds and has been valued at $3,000.
There will be an event for the unveiling of the restored Lucy on a date to be determined.

The Dakota County Library Director recommends acceptance of this gift. Letters of thanks have been prepared for Commissioner signatures.

WHEREAS, the library has received the offer from the City of South St. Paul of a donation of a statue known as Lucy; and
WHEREAS, staff have determined the statue is suitable for a library; and
WHEREAS, the statue has been valued at $3,000; and
WHEREAS, the City will cover all costs for restoration and moving of the statue: and
WHEREAS, staff recommend the Board of Commissioners accept the donation of the statue.
NOW, THEREFORE, BE IT RESOLVED, That the Board of Commissioners give authorization to accept the donation of the statue.
