BACKGROUND
Social Services collaborates with the Sheriff’s Office, Public Health, Community Corrections, local law enforcement, school districts, court partners, the County Attorney’s Office, and others to provide a comprehensive continuum of substance use services (SUS) services and community interventions.
Key responsibilities include:
• Operating an outpatient Department of Human Services, 245G, licensed Jail Treatment Program in the Dakota County Jail.
• Serving as the designated SUS professional for Adult Drug Court, Juvenile Drug Treatment Court, and Veterans Court.
• Completing comprehensive assessments and coordinating treatment for individuals in jail, court settings, the community, and within child protection cases
• Providing nicotine education and school-based assessments as an alternative to suspension.
• Partnering with Public Health on opioid response initiatives.
• Assisting individuals with Medical Assistance applications to reduce the county’s cost share under the Behavioral Health Fund (BHF).
By Minn. Stat. § 254A.19, Subd. 3 (d) (2) counties are to complete SUS assessments within five days or upon a later date upon the client’s request or refer to other locations where they may access sooner. Under Minn. Stat. §254B.03, Subd. 4 counties share treatment costs for individuals eligible for the BHF. Program revenue sources include medical billing, opioid settlement funding, and county levy.
Staff will provide an overview of current services and partnerships and discuss an upcoming Request for Board Action to ratify a grant application to the Department of Human Services to sustain or expand Opioid Use Disorder (OUD) and Medication for Opioid Use Disorder (MOUD) services for youth and adults and to accept grant funds if awarded. Ratification request is due to short timeline from Request to Proposals (RFP) to application deadline. The RFP was issued July 13, 2026 and the application due date of August 10, 2026. The anticipated contract term is three and one-half years, beginning January 1, 2027, and ending June 30, 2030, with a possible extension up to a total contract term of five years.
