WHEREAS, Dakota County and the Dakota County Community Development Agency (CDA) have had an agreement for the County to enable CDA employees to participate in the county’s group medical, dental, and vision employee benefits; and
WHEREAS, the agreement enables the CDA to request and receive information technology (IT) services from the County IT Department on an as needed basis; and
WHEREAS, both parties desire to continue this agreement beyond the current end date of December 31, 2026; and
WHEREAS, a two-year agreement for the years 2027 and 2028 is being proposed; and
WHEREAS, fees for the services for 2027 and 2028 have been adjusted to better represent the costs involved in the County providing these services.
NOW, THEREFORE, BE IT RESOLVED, That the County Manager is authorized to execute the Joint Powers Agreement between the County of Dakota and the Dakota County Community Development Agency for human resources and information technology services, subject to approval by the County Attorney’s Office as to form.

BACKGROUND
Dakota County and the Dakota County Community Development Agency (CDA) have a long history of working together in many areas. Currently, the County provides human resources and information technology services to the CDA. The human resources services allow CDA staff to participate in the county group employee benefits plan. The information technology services provided are as requested by the CDA and as resources are available at the County.
RECOMMENDATION

Staff recommend the County Board authorize the County Manager to execute the joint powers agreement with the Dakota County Community Development Agency for human resources and information technology services for the years 2027 and 2028.

FINANCIAL AND STAFFING IMPACTS
The CDA will fully reimburse Dakota County for the services received from both human resources and information technology. The costs for the human resources services are reimbursed at the actual cost of the benefits. Information technology costs will be reimbursed at the costs quoted from the County to the CDA.
