PURPOSE/ACTION REQUESTED

Authorize execution of a contract with SRF Consulting Group, Inc., for consulting services for County Project (CP) 47-047 and CP 47-048, County State Aid Highway 47 (Northfield Boulevard) Reconstruction in Hampton, Castle Rock, Sciota, and Waterford Townships and the City of Hampton (Attachment: Project Location Map).

SUMMARY

To promote a safe and efficient transportation system, Dakota County is proceeding with CPs 47-047 and 47-048, County State Aid Highway 47 (Northfield Boulevard) Reconstruction. The project includes preliminary and final design, right of way acquisition, and reconstruction of County State Aid Highway 47 from Trunk Highway 3 to Trunk Highway 50. The reconstruction will include roadway modernization, intersection and safety improvements, and drainage improvements. Preliminary and final design, public engagement, and right of way acquisition are scheduled for the remainder of 2025 to the end of 2026. Construction is scheduled for 2027 and 2028.

Preliminary and final design are being completed utilizing Dakota County staff. With final roadway design, there are several required water resources tasks, which include hydraulic analysis of existing and proposed conditions and floodplain impact analysis with possible mitigation measures. The project corridor is approximately 11.5 miles in length, which requires significant staff hours to perform the needed water resources tasks. Due to staff capacity, a consultant is needed to complete the water resources tasks within the project schedule.

Dakota County issued a Request for Proposal for the water resources tasks on February 25, 2025. Five proposals were received on or before March 7, 2025, and were evaluated by County staff representing a range of engineering design and project management experience. The SRF Consulting Group, Inc team was selected as the preferred professional engineering consultant based on the following criteria: project understanding, project approach, team expertise, quality control, performance on similar projects, and best-value cost. The consultants submitted cost proposals as follows:

Consultant         Engineering Cost                     Cost/Hour

Bolton & Menk                     $57,702                                          $153.46

HR Green                     $107,140                                          $174.50

Moore                             $148,200                                          Hours not included

SRF                            $134,674                                          $140.80

TKDA                            $143,150                                          $158.90

*Consultant expenses reported not included in cost/hour

The proposals were evaluated to determine whether the work plan, hours, and rate structure were sufficient and reasonable to successfully complete the final design and related work. The proposal from SRF Consulting Group, Inc., provided the most responsive and complete work plan, including the hours needed to successfully complete work. More documentation of the proposal process, review team, evaluation criteria and results, and cost evaluation is included (Attachment: Consultant Evaluation Summary).
