PURPOSE/ACTION REQUESTED

Authorize a 6-month extension to the existing contract with Stantec Consulting Services, Inc. (formerly Wenck Associates, Inc.) and increase the contract maximum by $337,100 to $1,360,778 for electrical engineering services. Construction and engineering-related change orders and costs, including this one, was discussed during the presentation at the August 22, 2023, Physical Development Committee of the Whole meeting.

 

SUMMARY

Dakota County owns the Byllesby Dam and operates its high-hazard hydroelectric facility under the Federal Energy Regulatory Commission (FERC) safety regulations. Currently, a complete turbine and powerhouse upgrade is being made to the 110-year-old facility. To complete the upgrades, the Dakota County Board of Commissioners authorized execution of agreements for engineering services, construction, and construction engineering and administration.

 

By Resolution No. 20-198 (April 21, 2020), the Dakota County Board of Commissioners authorized execution of a contract with Wenck Associates, Inc. (now part of Stantec Consulting Services as of 2021) for on-site construction administration and engineering for an amount not to exceed $638,300.

 

Phase 1 of the project involved demolition of the existing powerhouse, which uncovered unanticipated sediment removals in the back bays and structural concrete mitigation not anticipated in the original contract. By Resolution No. 23-074 (February 28, 2023), the Dakota County Board of Commissioners authorized a contract amendment with Stantec in the amount of $385,378.

 

As Phase 2 of the project developed and the County entered into agreements for the substation interconnection with Xcel Energy, it was recognized that additional engineering would be needed for the electrical interconnection. Along with the substation updates, civil engineering design at the building entry, parking lot, and transformer also need to be redesigned. Further, an electrical safety and load study of the powerhouse and substation tying all components together is needed for safe operation and maintenance of equipment and documentation of the available electrical capacity. The proposed cost of the additional services needed to complete the interconnection portion of the project and commissioning of the turbines provided by Stantec in a revised scope of services is $337,100 (Attachment: Stantec Contract Amendment 2).

Staff recommends approval of the additional design scope and amendment of the existing contract in the amount of $337,100 in order to finalize construction of the electrical interconnection with Xcel Energy and facilitate the sale of energy from the Byllesby Dam Hydroelectric Facility.

WHEREAS, the estimated cost for the additional engineering services needed to complete the interconnection portion of the project and support commissioning of the turbines provided by Stantec in a revised scope of services is $337,100; and

 

WHEREAS, Staff recommends approval of the additional design scope and amendment of the existing contract in the amount of $337,100 in order to finalize construction of the electrical interconnection.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Physical Development Director to execute a contract amendment not to exceed $1,360,778 with Stantec Consulting Services, Inc. subject to the County Attorney’s Office as to form.
