WHEREAS, Dakota County is proceeding with County Project (CP) 50-038 to provide a safe and efficient transportation system; and
WHEREAS, CP 50-038 includes alternative analysis, public engagement, and preliminary engineering design for improvements and modifications at the intersection of County State Aid Highway (CSAH) 50 and CSAH 60, in Lakeville; and
WHEREAS, the Transportation Department issued a Request for Proposal (RFP) to three qualified consulting firms; and
WHEREAS, proposals were evaluated by County and City of Lakeville staff; and
WHEREAS, the proposal from Alliant Engineering, Incorporated, provided the best-value cost and the most complete response to the RFP; and
WHEREAS, the adopted Transportation Capital Improvement Program includes sufficient funding for CP 50-038 engineering consulting services; and
WHEREAS, the County Engineer recommends execution of a contract with Alliant Engineering, Incorporated, for consulting services for CP 50-038 for an amount not to exceed $248,200; and
WHEREAS, City staff concurs with this recommendation; and
WHEREAS, cost participation for CP 50-038 will be 100% County Cost share since the intersection was reconstructed ten years ago in 2016 and the City’s cost share was 45%; and
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager or delegate to execute a contract with Alliant Engineering, Incorporated, to perform engineering consulting services for County Project 50-038 in an amount not to exceed $248,200, subject to approval by the County Attorney’s Office as to form.

BACKGROUND
CP 50-038 will analyze improvement options at CSAH 50 and CSAH 60, which has had a crash frequency higher than expected for its traffic volume and geometry, and which has consistently ranked highest on the County’s Intersection Crash Listing (ICL).
Scope of Work
The consultant will provide professional engineering and project management services for CP 50‑038, including the following tasks:
• Conduct a comprehensive alternatives analysis, evaluating feasibility, impacts, and comparative benefits
• Lead additional public engagement efforts, including development of materials, facilitation of meetings, and documentation of community feedback on design alternatives
• Prepare preliminary engineering plans (approximately 30% design), including preliminary geometrics, drainage concepts, and cost estimates
• Continue coordination with agencies, stakeholders, and utilities throughout the process
• Upon County Board approval of a preferred alternative, amend the preliminary design contract to proceed with final engineering design
Consultant Selection
The Transportation Department issued a Request for Proposal (RFP) for comprehensive design services. Three proposals were received and evaluated by Dakota County and City of Lakeville staff. Alliant was selected as the preferred consultant based on project understanding, technical approach, public engagement strategy, team expertise, quality control, performance on similar work, and best-value cost.
The review team identified Alliant as providing the most complete, detailed, and integrated approach for addressing project needs, including early stakeholder coordination and strategies for public engagement.
