BACKGROUND
Dakota County is advancing County Project (CP) 63-33 (Attachment: Project Location Map), with construction anticipated to begin in winter 2027 and continuing through fall 2028. Design is substantially complete, and advertisement for construction bids is expected later this year.
Acquisition of right of way for CP 63-33 is a significant part of the overall project effort and is nearing completion. Due to the volume of parcels required and the complexity posed by some, Transportation and Real Estate staff elected to seek consultant services for negotiation and acquisition of easements. The County retained Henning Professional Services as a subconsultant to Kimley-Horn and Associates, Inc., the design consultant for the project. The fee for acquisition services totaled $1,021,475. Remaining costs for right of way acquisition total $1,032,000, including settlements on remaining acquisitions, expenses for commissioner viewings and condemnation hearings, and demolition costs on a property purchased in fee. An amendment to the project budget is required to acquire the remaining easements and associated expenses.
