PURPOSE/ACTION REQUESTED

Authorize submission of Congressionally Directed Funding requests for priority capital projects, and authorize the County Manager, or their designee, to accept the funding and amend the project budgets, if awarded.

 

SUMMARY

On April 17, staff received notice that the County’s congressional delegation will accept applications for congressionally directed spending requests for Fiscal Year 2025. Three requests were submitted for Fiscal Year 2024: the Veterans Memorial Greenway, the Mississippi River Greenway, and the Household Hazardous Waste facility. Both greenway requests were awarded funding for Fiscal Year 2024.

 

On March 27, 2024, the General Government and Policy Committee of the Whole reviewed potential project submissions. Staff requests that the Dakota County Board of Commissioners adopt a resolution formally requesting federal assistance in funding the following priority projects, with the projects ranked as shown, based on planned dates for construction, and request amount:

 

1.                     Recycling Zone Plus

2.                     Interstate 35 Bridge and County State Aid Highway 50 Interchange

3.                     River to River Greenway

4.                     County State Aid Highway 46

Staff recommends a resolution authorizing submission of the four 2025 congressionally directed funding requests and authorization to accept the funds and amend the project budgets, if awarded.

EXPLANATION OF FISCAL/FTE IMPACTS

There is no direct fiscal impact as a result of adopting a resolution of support. If spending requests are granted, the budget for county activities may be affected. In such cases, budget amendments will be recommended for the board’s approval. In such cases, budget amendments will be administratively processed to reflect the awarded funding.

WHEREAS, the 118th United States Congress is accepting applications for congressionally directed

spending for Fiscal Year 2025; and

 

WHEREAS, the interests of Dakota County and its citizens will be directly affected by the decisions of

the 118th United States Congress; and

 

WHEREAS, Dakota County appreciates the efforts of the Minnesota Delegation to the 118th United

States Congress in securing federal funding for the Veterans Memorial Greenway and the Mississippi River Greenway; and

 

WHEREAS, the residents of Dakota County have continuing needs for federal funding assistance for

important infrastructure projects.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby

requests federal funding for the following projects in Fiscal Year 2025 in the priority order listed:

 

Recycling Zone Plus

Interstate 35 Bridge and County State Aid Highway 50 Interchange

River to River Greenway

County State Aid Highway 46

; and

 

BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners authorizes the submittal of a request for funding of these projects; and

 

BE IT FURTHER RESOLVED, That, if funding is awarded, Dakota County agrees to accept the awards and may enter into an agreement with the federal government or with the State of Minnesota for the above-referenced projects subject to approval by the Dakota County Attorney’s Office as to form; and

 

BE IT FURTHER RESOLVED, That the project budgets will be administratively amended to accept the funding, if awarded.
