Authorization To Execute Contract And Award Bid With EnviroTech Services, Inc. For Purchase And Application Of Liquid Chloride On Dakota County Gravel Roads
end
PURPOSE/ACTION REQUESTED
Award bid and authorize execution of a contract with EnviroTech Services, Inc. for purchase and award application of liquid chloride on Dakota County (County) gravel roads.
SUMMARY
To provide a safe and efficient transportation, the County uses liquid chloride consisting of calcium or magnesium chloride to enhance the performance and service life of gravel surfacing on County Roads. The liquid material binds the surface of the road, acting as a sealing agent extending the surface life of approximately 40 miles of gravel-surfaces County roads.
In order to secure favorable pricing for the 2024 season, staff proposes to purchase liquid material jointly with other political subdivisions that have a signed joint purchasing agreement with the County by Resolution No. 04-140 (March 23, 2004). After the contract is awarded, each political subdivision will enter into their own purchasing contract directly with the successful bidder. It is estimated that approximately 260,000 gallons will be needed for the County to enhance performance of the gravel roads with crushed quarry rock and up to 80,000 gallons for other political subdivisions for a total of 340,000 gallons.
Bids were solicited, and one bid was received and tabulated on April 11, 2024. The bid from EnviroTech Services, Inc. in the amount of $1.34 per gallon results in the estimated expenses as follows:
Price/ Total/
Entity Gallons Gallon Expense
Dakota County 260,000 $1.34 $348,400
Political Subdivisions 80,000 $1.34 $107,200
Total Estimated Expense 340,000 $1.34 $455,600
Depending on the County’s needs, the County may increase or decrease quantities ordered throughout the season but will not exceed the budgeted amount of $350,000.
The low bid price of $1.34 per gallon this year is 9.8 percent higher than last year’s cost of $1.22 per gallon. The engineers estimate for 2024 was $1.30 and the low bid price was 3.1 percent over the engineers estimate.
