BACKGROUND

To enrich lives by providing high-quality recreation and education opportunities in harmony with natural resource preservation and stewardship, Dakota County Parks is proceeding with the Veterans Memorial Greenway.

The Veterans Memorial Greenway is a five-mile corridor that stretches east and west within Eagan and Inver Grove Heights, which follows the adopted Rich Valley Greenway master plan corridor. The Veterans Memorial Greenway will provide neighborhood access points connecting single-family residential neighborhoods, local park connections, and rural and undeveloped open space (Attachment: Project Location). The memorials along the trail will be planned and constructed in partnership with veterans’ groups.

Dakota County received State of Minnesota-appropriated funding in State Fiscal Year 2020 and State Fiscal Year 2024 in the amount of $5,000,000, each fiscal year for a total of $10,000,000. The funding is administered by the Metropolitan Council via State Grant (SG) numbers SG24P6-04-03 and SG21503. The grant agreements include a General Obligation Bond Financed Declaration and General Fund Financed Declaration that impose certain restrictions on the improved real property, such that the land cannot be sold or significantly altered for 37.5 years.

FINANCIAL AND STAFFING IMPACTS

The $10,000,000 in State Bonding and General Fund appropriated funding provides a key external source of funding that can be utilized for right-of-way acquisition, veteran-themed memorials, design, and construction phases. This action does not have any impact on County staffing or FTEs.
