BACKGROUND
The Local Road Improvement Program (LRIP) was established by the Minnesota Legislature in 2002 and is authorized under Minn. Stat. §174.52. In 2026, the Legislature appropriated $50 million in general obligation bond proceeds for the program and created a simplified application process that allows for 2025 applications to be resubmitted. Funding is available through the Trunk Highway Corridor Account, Routes of Regional Significance Account, and Rural Road Safety Account. In 2024, Dakota County received $1.5 million for County Project (CP) 46-057, a roundabout at County State Aid Highway (CSAH) 46 and CSAH 85.
Staff recommends resubmitting the CSAH 47 Reconstruction Project, CP 47-048, to the Rural Road Safety Account of the LRIP grant, which provides funding for safety improvements on county state-aid highways to reduce crashes, fatalities, injuries, and property damage. The project includes realigning four intersections, adding right-turn lanes at all public roadway intersections, installing left-turn lanes at Alta Avenue and 290th Street East, constructing 8-foot shoulders along the entire corridor, and improving in-slope and back-slope grades to enhance safety and drainage. Construction is planned to begin early in 2028 with an estimated construction cost of $22.1 million. To strengthen the application, staff will seek letters of support from local businesses.
Staff recommends resubmitting the CSAH 46 Two to Four Lane expansion Project, CP 99-013, to the Routes of Regional Significance Account of the LRIP grant. This funding source supports the reconstruction of city streets, county highways, and township roads that serve regional or statewide needs. The project is expected to improve safety and mobility in an area experiencing growing manufacturing activity and expanding commercial and residential development. Construction is anticipated to begin in 2029 with an estimated construction cost of $54.2 million. To strengthen the application, staff will seek letters of support from local businesses. Applications are due November 25, 2026.
