PURPOSE/ACTION REQUESTED
Authorize the Enterprise Finance and Information Services Director to execute a contract with the Minnesota Department of Public Safety for $40,000 in 2024-2026 Allied Radio Matrix for Emergency Response (ARMER) Grant Program funding and authorization to amend the 2024 Risk Management Budget.
SUMMARY
The Minnesota Department of Public Safety, Division of Emergency Communication Networks (DPS-ECN) has awarded $40,000 of 2024 - 2026 Allied Radio Matrix for Emergency Response (ARMER) Grant Program funding to Dakota County. This grant includes a 5 percent local match equaling $2,105.26. The tentative grant period for this grant is November 1, 2024 through June 30, 2026, pending the execution date of the grant contract with DPS-ECN.
The matching funds for this project would be allocated from Dakota County Radio Services Capital Improvement budget, contingency line item. The Capital Improvement budget is reviewed and adopted by the Dakota County Board of Commissioners on an annual basis.
This DPS-ECN grant program provides funding to support the purchase and upgrade of radio equipment for local, Tribal, and state agencies participating in the ARMER radio system. DPS-ECN consults with the Statewide Emergency Communications Board (SECB) to administer this grant.
The spending plan and goal for this grant includes the purchase of eight portable 800 MHz radios for replacement of county radios that have reached their end-of-life use. The new radios will support interoperable communication between first responders countywide. The new radios will also include encryption technology to meet current and future Criminal Justice Information Services (CJIS) requirements.

Staff recommends that the Dakota County Board of Commissioners authorize the Enterprise Finance and Information Services Director to execute a grant contract with the Minnesota Department of Public Safety for $40,000 in Allied Radio Matrix for Emergency Response (ARMER) Grant Program and amend the 2024 Risk Management budget.

EXPLANATION OF FISCAL/FTE IMPACTS
There is a $0 net County cost as a result of this action. A budget amendment is requested in the amount of $40,000 for capital equipment being funded by the ARMER grant. At the end of 2024, all remaining funds, will be carried over to the 2025 budget.

WHEREAS, the Minnesota Department of Public Safety, Division of Emergency Communication Networks (DPS-ECN), has been provided funding from the Minnesota state government. Authority for this grant program is provided to DPS-ECN in the 2023 Minnesota Session Laws, Chapter 52, Article 2, Section 3, Subdivision 9(e), titled Statewide Public Safety Radio Communication System Equipment Grants; and
WHEREAS, Dakota County desires to improve communications, interoperability, and situational awareness between first responders during incidents and emergencies in Dakota County; and
WHEREAS, the State of Minnesota, acting through the Minnesota Department of Public Safety, Division of Emergency Communication Networks, has awarded a 2024 - 2026 Allied Radio Matrix for Emergency Response (ARMER) Grant in the amount of $40,000 to Dakota County for the period of November 1, 2024, through June 30, 2026.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Enterprise Finance and Information Services Director to execute a contract with the Minnesota Department of Public Safety, Division of Emergency Communication Networks, for the 2024 - 2026 Allied Radio Matrix for Emergency Response (ARMER) Grant in the amount of $40,000 for the period of November 1, 2024, through June 30, 2026, subject to approval by the County Attorney's Office as to form; and
BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby amends the Office of Risk Management 2024 budget as follows:
