PURPOSE/ACTION REQUESTED

Award bid and authorize a construction contract with Park Construction Company for County Project (CP) 11-27 in the City of Burnsville.

SUMMARY

To provide a safe and efficient transportation system, Dakota County is proceeding with County Project 11-27. The project has included preliminary engineering through final design services to address safety concerns at the County State Aid Highway (CSAH) 11 and Burnsville Parkway intersection in the City of Burnsville (Attachment: Location Map). By Resolution No. 20-154 (March 24, 2020), the County Board authorized the approval of grant application submittals for the Metropolitan Council 2020 federal funding solicitation process. The federal grant application and supporting studies recommended construction of a roundabout. On February 17, 2021, CP 11-27 was awarded $1,400,000 in federal funds for construction in program year 2024. By Resolutions No. 21-600 (December 21, 2021) and No. 23-250 (June 6, 2023), the County Board authorized the execution of a professional services contract and a later amendment for engineering services.

The project will satisfy multiple long-term goals, by improving safety for motorists and pedestrians. The project features include drainage and utility improvements, trail and crosswalk improvements, lighting improvements, and accommodations for proposed future trails and project landscaping in an area next to Burnsville’s Terrace Oaks Park.

The current project budget was established in 2023 for work anticipated in 2024, totaling $2,425,000 for new construction ($2,100,000) and right-of-way ($325,000). With the updated 2023 engineer’s estimate, the estimated project construction cost was $2,176,649.50, which was a 3.6 percent increase for CP 11-27 construction compared to the CIP line item. Project estimates increased as a result of material prices, inflation, and more accurate estimates during the final design process.

Construction bids were received and tabulated on February 20, 2024. Eight (8) bidders submitted bids:

Park Construction Company                     $1,995,860.93

McNamara Contracting                                          $2,071,417.32

Minnesota Dirt Works Inc.                                          $2,127,623.74

New Look Contracting, Inc.                       $2,139,328.50

Eureka Construction, Inc.                                          $2,146,379.47

Valley Paving, Inc.                                                               $2,190,330.59

S.M. Hentges & Sons, Inc.                                          $2,445,000.00

Meyer Contracting Inc.                                          $2,498,775.94

The lowest responsive and responsible bid for CP 11-27 is $1,995,860.93, from Park Construction Company, which is 8.3 percent under the engineer’s estimate of $2,176,649.50. Staff and the Minnesota Department of Transportation have reviewed the bids and determined that the bid was competitive at the time of bidding.
