WHEREAS, Dakota County and the City of Lakeville are partnering on County Project (CP) 05-060 to provide a safe and efficient transportation system; and

 

WHEREAS, CP 05-060 includes installation of temporary traffic signals at the intersection of County State Aid Highway (CSAH) 5 and Kenyon Avenue; and

 

WHEREAS, Dakota County is the lead agency for CP 05-060, and construction is scheduled to occur in late 2026; and

 

WHEREAS, the temporary signal system will remain in operation until the construction of the Interstate 35, and CSAH 50/5 interchange is completed; and

 

WHEREAS, the project was publicly advertised, and three bids were received and tabulated on September 15, 2026; and

 

WHEREAS, the bid submitted by Collins Electrical Construction Company in the amount of $152,018, was the lowest responsive bid received from a responsible bidder; and

 

WHEREAS, the Transportation Capital Improvement Program (CIP) includes funds for CP 05-060 for construction in 2027, but it is more efficient to proceed with construction in 2026; and

 

WHEREAS, the 2026 Transportation CIP Budget requires an amendment to allow CP 05-060 to proceed with the contract award and construction in 2026; and

 

WHEREAS, the Safety and Management Set-aside fund balance contains sufficient funds to support the required budget amendment for CP 05-060 in the amount of $300,000; and

 

WHEREAS, cost participation for CP 05-060 will be shared between Dakota County (55%) and the City of Lakeville (45%); and

 

WHEREAS, staff recommends awarding the bid to Collins Electrical Construction Company.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate to award the bid and execute a contract with Collins Electrical Construction Company for County Project 05-060, in the amount of $152,018, subject to approval by the County Attorney’s Office as to form; and

 

BE IT FURTHER RESOLVED, That the 2026 Transportation Capital Improvement Program Budget is hereby amended to include additional funds for County Project 05-060 as follows:

BACKGROUND

Traffic volumes and turning movements at this location have increased in recent years, resulting in growing delays and operational challenges. In addition, the upcoming construction staging associated with the reconstruction of the Interstate 35 and County State Aid Highway (CSAH) 50/5 interchange and other regional transportation improvements will generate additional traffic pressures at the CSAH 5 and Kenyon Avenue intersection. To mitigate these impacts, a temporary traffic signal is needed to enhance safety and manage traffic throughout the construction period.

 

The temporary signal will remain in place until it is replaced with a permanent signal as part of the Interstate 35 and CSAH 50/5 Diverging Diamond Interchange project, anticipated to be complete by 2030. Advancing construction of the temporary signal in 2026 will improve safety and support regional traffic during future construction project staging needs.

 

To expedite safety improvements and coordinate effectively with other regional projects, Dakota County evaluated construction timing and determined it would be more efficient to deliver the temporary signal project in 2026 rather than 2027 as originally identified in the Transportation Capital Improvement Program (CIP). Because the project was not scheduled for construction in 2026, a budget amendment is required to fully fund the work this year.

FINANCIAL AND STAFFING IMPACTS

The 2026-2030 Transportation Capital Improvement Program includes a programmed budget of $900,000 for CP 05-060 in 2027. A budget amendment of $300,000 is requested to execute the construction contract and account for additional construction costs in 2026. Sufficient Wheelage Tax funds exist in the Safety and Management Set-aside balance to support the amendment request. This amendment advances $300,000 from the future 2027 allocation, leaving $600,000 remaining in 2027. Project delivery costs include existing County staff time assigned to the project, and no additional FTEs are needed.
