PURPOSE/ACTION REQUESTED
Award bid and authorize a contract with Fitzgerald Excavating & Trucking Incorporated, for construction of County State Aid Highway (CSAH) 88 in Randolph Township for County Project (CP) 88-24
SUMMARY
Dakota County is proceeding with CP 88-24 to provide a safe and efficient transportation system. County Project 88-24 will address pavement quality, safety, and operational issues. The existing road has minimal paved shoulders, no turn lanes, and multiple curves with advisory speeds below the posted speed limit. In addition, CSAH 88 currently intersects Trunk Highway 56 at a skew near a railroad crossing, which has led to several crashes. County Project 88-24 also explored the feasibility of a trail along existing and reconstructed CSAH 88 to connect the Dakota County Parks on both ends of the project, utilizing the right of way needed for the road reconstruction. This project, when complete, will be consistent with county state aid standards for this type of highway.
County Project 88-24 construction bids were received and tabulated on July 23, 2024.

Fitzgerald Excavating & Trucking Incorporated’s bid of $4,959,116.91 is 15 percent lower than the engineer’s estimate of $5,842,721.85. Staff has reviewed the bids and determined that the bid was competitive at the time of bidding.

EXPLANATION OF FISCAL/FTE IMPACTS
The 2024 Transportation Capital Improvement Program Adopted Budget includes $12,788,387 in total funding for CP 88-24, including carryover from previous years for design, right of way acquisition, construction, and construction administration. The project currently has a remaining balance of $9,333,122 and sufficient funding exists for construction of CP 88-24.

WHEREAS, Dakota County and Randolph Township are partnering on County Project (CP) 88-24 (Project); and
WHEREAS, the Project includes the segment of County State Aid Highway (CSAH) 88 from Trunk Highway (TH) 52 to TH 56; and
WHEREAS, the purpose and need for the Project is to improve safety, operations, and capacity along the Project corridor; and
WHEREAS, to address the purpose and need for the Project, the County is proposing to reconstruct CSAH 88 to address pavement quality, safety, and operational issues by improving drainage, modifying access, improving sight angles, and adding turn lanes; and
WHEREAS, the County is the lead agency for the Project; and
WHEREAS, the 2024 Transportation Capital Improvement Program (CIP) Adopted Budget contains $12,788,387 for CP 88-24, including carry-over from previous years for design, right of way acquisition, construction, and construction administration; and
WHEREAS, the Transportation CIP Adopted Budget contains adequate funds to construct CP 88-24; and
WHEREAS, the bid of Fitzgerald Excavating & Trucking Incorporated in the amount of $4,959,116.91 was the lowest responsive and responsible bid received; and
WHEREAS, staff recommends awarding the bid to Fitzgerald Excavating & Trucking Incorporated.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby awards the bid to and authorizes the Physical Development Director to execute the contract with Fitzgerald Excavating & Trucking Incorporated, for County Project 88-24, in the amount of $4,959,116.91 based on their low bid, subject to approval by the County Attorney’s Office as to form.
