Authorization To Amend 2025 Transportation Capital Improvement Program Budget For New County State Aid Highway 60 (185th Street) In City Of Lakeville, County Project 60-28
end
PURPOSE/ACTION REQUESTED
Authorize a budget amendment for County Project (CP) 60-28 for the construction of a new County State Aid Highway (CSAH) 60 (185th Street) in the city of Lakeville (Attachment Location Map).
SUMMARY
To provide a safe and efficient transportation system, Dakota County partnered with the City of Lakeville on CP 60-28 for the design engineering, right of way acquisition, construction, and construction administration for new CSAH 60 (185th Street). This project created a county arterial urban-divided roadway on a new alignment from CSAH 9 (Dodd Boulevard) to Highview Avenue. County Project 60-28 included constructing a proposed roundabout at CSAH 60 (185th Street) and Highview Avenue, pedestrian underpasses of 185th Street and Highview Avenue, and a signal at CSAH 23 (Cedar Avenue). The City of Lakeville led the project.
As the design, right of way acquisition, and construction of the project progressed over the last three years, with construction completion in the summer of 2024, staff from the City notified Dakota County that the project’s estimated costs were likely to come in over the planned budget. The original budget did not account for several project complexities.
CP 60-28 is an investment goal for roadway expansion activities based on the Dakota County Highway Cost Share Policy outlined in the adopted County Transportation Plan. The costs for engineering, right-of-way acquisition, construction, and construction administration will be shared 55 percent by the County and 45 percent by the City. The City included certain elements exceeding its Municipal State Aid Street standards eligibility, such as City utilities and aesthetic improvements. The City is responsible for covering 100 percent of the expenses related to City utilities that are not mandated by the construction.
This is a City-led project, and the total project cost is $12,747,000 (County $5,567,000 and City $7,180,000). The project budget is $8,232,000. This results in a project shortfall of $4,515,000. Of this shortfall, only $1,625,000 is eligible for County participation, which includes $75,000 County share and $1,550,000 City share with County Advance funding. The City is accountable for the remaining $2,890,000. These costs are due to City utilities not required for construction, all aesthetic elements that exceed the County’s share of aesthetic participation, and all municipal construction items that do not qualify for county funding based on the county’s cost participation policies. The total City costs eligible for advanced funding is $4,290.000 of their total $7,180,000 project cost share.

EXPLANATION OF FISCAL/FTE IMPACTS
Additional project costs have created a budget shortfall of $1,625,000 that is eligible for county participation, which includes $75,000 County share and $1,550,000 City (eligible for County Advanced Funding). The requested budget amendment transfers $75,000 from the Transportation Sales & Use Tax Balance for the County share.
