RESOLUTION

WHEREAS, the Dakota County Tri-District Center for Advanced Professional Studies (CAPS) Partnership will provide feedback and consultation on current Dakota County Public Health initiatives and programming to better meet the needs of youth; and

 

WHEREAS, students will inform programming and communications within Dakota County Public Health while gaining exposure to public health topics and as a potential career path; and

 

WHEREAS, Dakota County Public Health will gain youth perspective and lens on how public health priorities connect to what young people are experiencing; and

 

WHEREAS, the Dakota County Tri-District CAPS Partnership will help Dakota County Public Health better understand the barriers that youth face in accessing community services.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to enter into joint powers agreements with Independent School District 197, Independent School District 199 and Special School District 6 for the purpose of partnering with the Tri-District Center for Advanced Professional Studies programming from the date of execution through June 30, 2031, subject to approval by County Attorney’s Office as to form.

BACKGROUND

The Tri-District Career and College Readiness Initiative, Center for Advanced Professional Studies (CAPS), is for students enrolled in Two Rivers, Simley, and South St. Paul High Schools to have a wide range of opportunities to learn about their interests and personal assets and engage in authentic, real-world career exploration activities.

 

In the past, Dakota County Public Health (DCPH) has provided speakers on health-related topics to CAPS students. Dakota County Public Health and Tri-District CAPS would like to expand previous involvement into more of a partnership with ongoing presentations and student projects to gain feedback and insight from students as it relates to public health issues impacting Dakota County youth.

 

The CAPS Partnership will help DCPH better communicate with youth about available mental health resources, substance use, and well-being. Dakota County Public Health gains current feedback from CAPS students on specific public health programming, strategies, and communications geared toward youth. CAPS students can help fill gaps in existing youth and young adult data through CAPS research projects led by youth and peer data collection.

 

The CAPS Partnership will build students' leadership skills, research skills, data analysis capabilities, and professional competencies. It will provide career exposure to community and public health and the coalition-based work done by public health. CAPS students will create projects for student portfolios to use in college applications or future career preparation.

 

Dakota County Public Health has a grant from the Minnesota Department of Health, the Substance Misuse and Suicide Prevention grant, which encompasses youth input and participation, involving shared risk and protective factors in youth and young adults. The partnership with Tri-District CAPS contributes to fulfilling this goal.

 

Dakota County Public Health strategies will be updated or adjusted based on recommendations from CAPS students. Dakota County Public Health initiatives will carry clear fingerprints of youth involvement. Dakota County Public Health initiatives will be more relevant to the young people being served and verified through engagement data and feedback. Students may go on to pursue health-related career fields in part because of their experience with the CAPS Partnership. Students will describe this partnership as genuinely meaningful to their growth.
