end
PURPOSE/ACTION REQUESTED
Authorize submission of a grant application for the Enhancing Outcomes for Pregnant/Postpartum Families Impacted by Substance Use Disorders Grant (Grant) with the Minnesota Department of Health (MDH).
SUMMARY
Pursuant to Minn. Stat. section 375A.04, the Dakota County Board of Commissioners is, and performs the duties and exercises the powers of, a community health board under Minn. Stat. Ch. 145A.
The Minnesota Department of Health’s Child and Family Health Division released a Request for Proposal (RFP) on February 20, 2024 for qualified organizations to apply and submit their proposals by March 25, 2024 to identify, address, and respond to drug overdose and morbidity in those who are pregnant or have just given birth and their infants through multitiered approaches.
Staff are seeking approval to apply and, if awarded, use this funding to increase infrastructure and capacity to support programs that provide focused interventions and services in accordance with evidence-based care models for mental health and substance use disorder, collaborate with interdisciplinary and professional organizations that focus on quality improvement initiatives related to substance use disorder, and implement substance use disorder-related recommendations from the maternal mortality review committee.
The funds will be used to hire a 1.0 full-time equivalent (FTE) Public Health Nurse (PHN) to work with pregnant and parenting families impacted by a Substance Use Disorder (SUD). This PHN would utilize evidence informed curriculum through the Maternal Early Childhood Sustained Home-Visiting (MECSH) module, which is specific to SUD work with families, as well as coordinate treatments and supports for individuals Neonatal Abstinence Syndrome (NAS) and/or require Medications for Opioid Use Disorder (MOUD) support. The position would serve as a liaison with other departments and units, including Social Services, Chemical Health, Mental Health, the Parent Support Outreach Program and Community Corrections, to strengthen internal collaboration and support for the Safe and Healthy Start initiative. This position would be eligible for 3rd party reimbursement for home visits which would generate revenue for the department and create sustainability for the position.
The estimated grant start date is May 15, 2024, and the projected end date is June 30, 2028. Staff intends to request the estimated award maximum of $123,000 per year for the grant period of 49 months. The grant application is due to MDH no later than March 25, 2024.
