WHEREAS, on July 1, 2005, Dakota County and Scott County established a joint powers agreement to set policy and provide direction for workforce development activities and to more effectively provide employment and training services to residents of their respective counties in accordance with the approved Local Workforce Innovation and Opportunities Act (WIOA) plan; and
WHEREAS, this Memorandum of Understanding (MOU) is an agreement between the Dakota-Scott Workforce Development Board (LWDB), the Local Elected Official Board (LEO), and the Dakota-Scott CareerForce partners (Partners), collectively referred to as the “Parties” to this MOU; and
WHEREAS, this MOU confirms the understanding of the Parties regarding the operation and management of the CareerForce locations in Dakota-Scott - Local Workforce Development Area #14 (LWDA); and
WHEREAS, the LWDB, along with the LEO, provides oversight of workforce services in the LWDA.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Board Chair, on behalf of the Local Elected Official Board (LEO), to execute a Memorandum Of Understanding between Dakota-Scott Workforce Development Board, Local Elected Official Board, and Dakota-Scott CareerForce Partners for the period of October 1, 2026 through September 30, 2029, subject to approval by the County Attorney’s Office as to form.

BACKGROUND
The Memorandum of Understanding (MOU) identifies the partners to the MOU, the locations of the centers, the service delivery, resources, and services provided (Attachment: Memorandum of Understanding).
The purposes of this MOU are to:
• Establish a cooperative working relationship among Partners.
• Define respective Party roles and responsibilities.
• Coordinate resources to prevent duplication.
• Develop a one-stop system that creates a seamless customer experience.
• Establish joint processes and procedures that will enable Partners to align and integrate programs and activities across the local area one-stop system.
• Increase and maximize access to workforce services for individuals with barriers to employment.
• Coordinate to implement state workforce development initiatives.
• Ensure an accessible workforce system for all.

Staff recommends approval of the MOU between Dakota-Scott Workforce Development Board, Local Elected Official Board, and Dakota-Scott CareerForce Partners for the period of October 1, 2026 through September 30, 2029.
