WHEREAS, Dakota County, in partnership with the City of Farmington, is proceeding with County Projects (CP) 31-115, 74-011 and 50-043 to improve traffic operations, safety, mobility, and multimodal access along County State Aid Highway (CSAH) 31 (Denmark Avenue), CSAH 74 (220 St W), and CSAH 50 (212 St W); and
WHEREAS, CP 50-043 completes a trail gap along CSAH 50; and
WHEREAS, Dakota County is the lead agency for CP 31-115, CP 74-011, and CP 50-043; and
WHEREAS, the Transportation Department issued a request for proposals to five qualified consultants and received two proposals; and
WHEREAS, County and City staff evaluated the proposals based on project understanding, approach, team expertise, quality control, past performance, and cost; and
WHEREAS, Kimley-Horn and Associates, Inc. submitted the proposal that best met the evaluation criteria and was selected as the preferred consultant; and
WHEREAS, the 2026-2030 Transportation Capital Improvement Program Budget includes sufficient funding for final design services; and
WHEREAS, Staff recommends executing a contract with Kimley-Horn and Associates, Inc. for final design services for CP 31-115, CP 74-011, and CP 50-043 at actual costs not to exceed $1,578,595; and
WHEREAS, City staff concurs with the consultant selection; and
WHEREAS, design costs will be shared in accordance with Dakota County’s Cost Share Policy; and
WHEREAS, the proposed joint power agreement provides that Dakota County will pay 85% and the City of Farmington will pay 15% of eligible design costs for CP 31-115, CP 74-011 and CP 50-043; and
WHEREAS, the proposed joint power agreement will establish the parties’ responsibilities and cost participation for CP 31-115, CP 74-011 and CP 50-043.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or designee, to execute a joint powers agreement with the City of Farmington for CP 31-115, CP 74-011 and CP 50-043 and execute a contract with Kimley-Horn and Associates, Inc. for final design services at actual costs not to exceed $1,578,595, subject to approval by the County Attorney’s Office as to form.

BACKGROUND
Dakota County, in partnership with the City of Farmington, is advancing CP 31-115, CP 74-011 and CP 50-043 into final design.
CP 31-115 covers approximately 0.9 miles of CSAH 31 (Denmark Ave), from CSAH 50 (212th Street West) to approximately 650 feet south of CSAH 74 (220th Street West).
CP 74-011 will construct a multiuse trail along the north side of CSAH 74 (220th Street West), from CSAH 31 (Denmark Avenue) to Honeysuckle Lane. CP 50-043 will construct an approximately 425-foot trail connection along the south side of CSAH 50 (212th Street West) to the southwest corner of the CSAH31/CSAH50 intersection.
Dakota County and the City of Farmington propose to enter into one joint powers agreement governing CP 31-115, CP 74-011 and CP 50-043. The agreement will establish the parties’ responsibilities and an 85% County and 15% City cost share for eligible design costs.
The 2026-2030 Transportation Capital Improvements Program (CIP) identifies sufficient funding for final design activities associated with CP 31-115, CP 74-011, and 50-043. CP 50-043 does not have a separate line item within the CIP; its activities will be funded through the CP 31-115 project budget.
On January 20, 2026, by Resolution No. 26-039, the Board authorized preliminary engineering activities for CP 31-115 and CP 74-011
Consultant Selection
The Transportation Department issued a request for proposals to five qualified firms. Two firms submitted proposals. County and City staff evaluated the proposals based on project understanding, technical approach, team expertise, quality control, past performance, and cost.
County and City staff selected Kimley-Horn and Associates, Inc. because its proposal best met the evaluation criteria and offered the best value for the requested scope.

Kimley-Horn and Associates, Inc. was selected for final design services based on its comprehensive scope, public engagement strategy, understanding of project-specific issues and critical-path elements, experienced project team, and demonstrated ability to manage complex multimodal projects for Dakota County.

FINANCIAL AND STAFFING IMPACTS
The 2026-2030 Transportation Capital Improvement Program Budget includes $1,957,000 for CP 31-115 and $809,651 for CP 74-011. CP 50-043 does not have a separate CIP budget; its design activities will be funded through CP 31-115 budget. The combined available budget is sufficient to fund $1,578,595 contract.
