PURPOSE/ACTION REQUESTED

Authorize execution of a contract with KLJ Engineering LLC (KLJ) for preliminary and final design services for a trail alignment to connect the Lebanon Hills Greenway to the Lebanon Hills Visitor Center and trail design upgrades to an existing trail to meet County Greenway standards along Dodd Road in Eagan (Attachment: Project Location).

 

SUMMARY

To provide a safe and efficient greenway system, Dakota County is proceeding with the Lebanon Hills Greenway Dodd Road segment, which will include the design and construction of about .25 miles of new trail connecting the Lebanon Hills Visitor Center to existing trails along Cliff Road (CSAH 26). The project will also include the final design and reconstruction of roughly two miles of an existing City of Eagan trail that parallels Dodd Road, which will be upgraded to Dakota County Greenway standards and become the new Lebanon Hills Greenway alignment.

 

By Resolution No. 21-497 (October 12, 2021), the County Board authorized the implementation of preliminary planning and design work for the continued development of the Dakota County Greenway System in the 2022 - 2026 Parks Capital Improvement Program by advancing design for the Lake Marion, River to River, Mendota-Lebanon Hills, now Lebanon Hills, and Vermillion River greenway corridors.

 

By Resolution No. 22-140 (March 22, 2022), the County Board authorized the execution of a preliminary design contract to develop trail alternatives and a 30 percent preliminary design for the Lebanon Hills Greenway from Cliff Road (CSAH 26) in Eagan to Trunk Highway 55 in Inver Grove Heights.

 

Scope of Work. The project will include preliminary and final design phases, public involvement, agency coordination, data collection, environmental reviews, permits, approvals, surveys, greenway trail design, stormwater and hydraulic evaluation, geotechnical, right of way, and other required elements such as greenway wayfinding, amenities, nodes, and landscaping. Construction is not included in the scope of work.

 

Consultant Selection and Roles. Dakota County issued a Request for Proposals for the above-noted services on February 26, 2025. One proposal was received and evaluated by County staff representing the Parks and Planning offices on March 25th, 2025. KLJ was selected as the preferred professional engineering consultant and staff negotiated task hours and fees. EXPLANATION OF FISCAL/FTE IMPACTS

The adopted 2025 Parks Capital Improvement Program includes $300,000 for the Lebanon Hills Greenway, Lebanon Hills Regional Park to Dodd Road project. An amendment is requested for additional Sales and Use Tax funding of $117,922 to be added to County Project 2000454.

WHEREAS, to provide a safe and efficient greenway system, Dakota County is proceeding with the Lebanon Hills Greenway Dodd Road segment in Eagan, County Project 2000454; and

 

WHEREAS, County staff sent a Request for Proposals to eight qualified professional consultants; and

 

WHEREAS, one proposal was received and evaluated by County staff; and

 

WHEREAS, the proposal from KLJ Engineering LLC had the best value costs for the preliminary and final design and provides all the services needed; and

 

WHEREAS, the 2025-2029 Parks Capital Improvement Program Budget includes $300,000 for County Project 2000454, Lebanon Hills Greenway, for preliminary and final engineering consulting services; and

 

WHEREAS, the County Parks Director recommends execution of a contract with KLJ Engineering LLC for engineering consulting services for County Project 2000454 for actual costs not to exceed $417,922, including a 5 percent contingency.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Parks Director to execute a contract with KLJ Engineering LLC to perform preliminary and final engineering design consulting services for County Project 2000454 in an amount not to exceed $417,922, which includes a 5 percent contingency, subject to approval by the County Attorney’s Office as to form.
