WHEREAS, Dakota County operates a crisis services continuum that meets the requirements of Minn. Stat. § 256B.0624 and Minn. Stat. § 245I; and

 

WHEREAS, the Department of Human Services (DHS) administers State and federal funds through grant agreements for the provision of mental health crisis services in accordance with Minn. Stat. § 256B.0624 and Minn. Stat. § 245I; and

 

WHEREAS, these services include: 24-hour telephone screening and triage, dispatch of mobile crisis response teams, face-to-face crisis assessments, face-to-face crisis intervention, crisis stabilization and crisis follow-up and outreach; and

 

WHEREAS, since at least calendar year (CY) 2019, Dakota County has directly applied for and received funding for crisis services through the State’s Mobile Crisis Services grant; and

 

WHEREAS, on May 14, 2026, DHS notified Dakota County of CY 2027 and CY 2028 state funding awards for crisis services as a grant amendment; and

 

WHEREAS, the allocations are $687,525 for both CY 2027 and CY 2028, totaling $1,375,050; and

 

WHEREAS, since DHS has issued the grant as an amendment to CY 2025 and CY 2026, the total grant amount for the four years is $3,366,719; and

 

WHEREAS, DHS has started the process to develop a new funding formula to be implemented in CY 2029; and

 

WHEREAS, the Minnesota State Legislature also appropriated an additional $3,800,000 in fiscal year 2027; and

 

WHEREAS, the deadline to submit final workplan and budget is July 14, 2026. 

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Mobile Crisis Services Grant amendment and budget submission to the Minnesota Department of Human Services for calendar years 2027 and 2028 for a total grant amount of up to $1,375,050; and

 

BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes an Assistant County Manager, Community Services, to accept the grant funds, and execute the mobile crisis grant amendment and authorize total grant amount, subject to approval by the County Attorney’s Office as to form.

BACKGROUND

Dakota County operates a crisis services continuum that meets the requirements of Minn. Stat. § 256B.0624 and Minn. Stat. § 245I. These services include:  24-hour telephone screening and triage, dispatch of mobile crisis response teams, face-to-face crisis assessments, face-to-face crisis intervention, crisis stabilization and crisis follow-up and outreach.

 

Since at least calendar year (CY) 2019, Dakota County has directly applied for and received funding for crisis services through the State’s Mobile Crisis Services grant. State grant funding provides revenue for a portion of Dakota County’s crisis services continuum. Past funding has also included American Rescue Funds and one-time allocations from the Minnesota Department of Human Services (DHS).

 

On May 14, 2026, DHS notified Dakota County of CY 2027 and CY 2028 state funding awards for crisis services as a grant amendment. The allocations are $687,525 for both CY 2027 and CY 2028, totaling $1,375,050 (Attachment: Allocation Letter). Since DHS has issued the grant as an amendment to CY 2025 and CY 2026, the total grant amount for the four years is $3,366,719.

 

DHS has started the process to develop a new funding formula to be implemented in CY 2029. The Minnesota State Legislature also appropriated an additional $3,800,000 for fiscal year 2027. Dakota County staff are waiting on further information from DHS on this one-time legislative appropriation to counties. 

 

The deadline for the workplan and budget is July 14, 2026.

Staff recommends submission of the DHS Mobile Crisis Services grant amendment in the amount of up to $1,375,050 for CY 2027 and CY 2028 for a total grant amount of $3,366,719; and if awarded, staff requests authorization to accept the grant funds and execute the grant agreements, including amendments, with DHS.

FINANCIAL AND STAFFING IMPACTS

The CY 2027 and CY 2028 State mobile crisis services grant allocation awards will be included in the 2027 County Manager’s Recommended Budget.

 

Grant allocation will include 4 Crisis Response Social Worker FTE with amended grant funding.
