PURPOSE/ACTION REQUESTED
Authorize award and execute contract with Bituminous Roadways, Inc. to provide general contractor services for County Project (CP) 04-017.
SUMMARY
To provide a safe and efficient transportation system, Dakota County and the City of West St. Paul are proceeding with CP 04-017 (Attachment: Location Map), which consists of multiuse trail on County Road 4 (Butler Avenue), curb reconstruction, mill and overlay of street pavement, intersection safety improvements at the intersection with Sperl Street, and other improvements needed for compliance with the Americans with Disabilities Act. The existing trail gap is noted in the 2018 Dakota County Pedestrian and Bicycle Study as a high priority for future improvements.
Design of the project was completed in January 2025, and the County advertised for bids for construction on April 25, 2025, with bids due on May 20, 2025. Five bids were received by the May 20, 2025, deadline:

The apparent low bidder is Bituminous Roadways, Inc. The low bid is approximately 28% percent lower than the engineer’s estimate of $2,369,814. A review of this bid and bidder qualifications by County and City of West St. Paul staff found Bituminous Roadways to be responsive, responsible, and capable of successfully delivering this project.

EXPLANATION OF FISCAL/FTE IMPACTS
The adopted Transportation Capital Improvement Plan includes a total project budget of $3,104,547, inclusive of design and right of way costs. The current project budget is sufficient to award this contract.

WHEREAS, to provide a safe and efficient transportation system, Dakota County is proceeding with County Project 04-017; and
WHEREAS, County Project 04-017 is the design and construction of multiuse trail, intersection safety improvements, Americans with Disabilities Act improvements, and pavement overlay on County Road 4 (Butler Avenue) between Trunk Highway (TH) 3 and TH 52 in the City of West St. Paul; and
WHEREAS, Dakota County and the City of West St. Paul have completed design and secured the easements necessary to facilitate construction; and
WHEREAS, construction services for County Project 04-017 were advertised for bids on April 25, 2025; and
WHEREAS, Dakota County received five competitive bids by the May 20, 2025, deadline; and
WHEREAS, Bituminous Roadways, Inc., was the apparent low bidder with a submitted bid of $1,694,792.50; and
WHEREAS, staff and WSB, Inc., consultant for design services for County Project 04-017, reviewed the qualifications of the submitted bid and recommend award to Bituminous Roadways, Inc. as the lowest responsive and responsible bidder in an amount not to exceed $1,694,792.50.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes its Physical Development Director to execute a contract with Bituminous Roadways, Incorporated, in an amount not to exceed $1,694,792.50.
