PURPOSE/ACTION REQUESTED

Authorize execution of a contract with SRF Consulting Group, Inc. for preliminary design consulting services for the Lebanon Hills Regional Park Sustainable Trail Study Implementation.

SUMMARY

By Resolution No. 15-156 (March 17, 2015), the Dakota County Board of Commissioners adopted an updated Master Plan (MP) for Lebanon Hills Regional Park (LHRP). By Resolution No. 21-458 (September 21, 2021), the Dakota County Board of Commissioners authorized staff to select a consultant to prepare a Sustainable Trails Study (Study); and by Resolution No. 22-204 (May 24, 2022), the Dakota County Board of Commissioners authorized the Physical Development Director to execute a contract with SRF, Inc., for the Study. The Study addressed the following trail topics:  preservation of high-quality trail recreation and nature-based experiences; minimization and mitigation of impacts to natural resources; minimization and mitigation of impacts to culturally important sites; identification of trail use conflicts, safety, and risk concerns; Americans with Disabilities Act (ADA) accessibility; reduction of trail-related erosion issues; identification of deferred trail maintenance needs; and improvement of sustainable maintenance practices.

Scope of Work. The scope of work will include 30 percent preliminary design phases, public involvement, agency coordination, data collection, environmental reviews, geotechnical evaluation, and design elements. Preliminary design will be used to understand construction limits, impact on the surrounding natural resources, impact on current trail uses in the park, and projects costs for each of the study recommendations. These factors will be used to determine which concepts move forward to final design and construction.

Consultant Selection and Roles. Dakota County issued a Request for Proposal for the above-noted services to 13 consultant teams on July 01, 2024. Two proposals were received on July 26, 2024.  The proposals were reviewed by Dakota County Staff in the Parks Department representing the areas of Grounds Maintenance, Natural Resources and Greenways. The scoring panel met on July 29, 2024 to discuss the proposals received, address any concerns with the proposals, and select the consultant.

The project scoring panel selected SRF Consulting Group, Inc. for CP 2000235 because they provided sufficient and acceptable responses to the project scope, provided a reasonable schedule and suitable task hours with emphasis on public engagement, surveys, stormwater, and sustainable trail engineering. They also presented a qualified team with relevant project experience, provided staff’s expected level of effort and accurately reflected the project needs.  SRF Consulting Group, Inc. provided a project manager and public engagement process that have proven success in Dakota County.

The consultant submitted a cost proposal as follows:

Consultant                                                Amount                     Hours                     Cost/Hour

SRF Consulting Group, Inc.                     $196,571                     1,322                     $148.04
