Authorization To Amend 2024 Transportation Capital Improvement Program Budget And To Enter Into Joint Powers Agreement With Lakeville For Roundabout Intersection Improvement At County State Aid Highway 50 And Hamburg Avenue In Lakeville, County Project 50-37

PURPOSE/ACTION REQUESTED

•                     Authorize amending the 2024 Transportation Capital Improvement Program (CIP) Budget to include County Project (CP) 50-37, the construction of a roundabout at the intersection of County State Aid Highway (CSAH) 50 and Hamburg Avenue in City of Lakeville.

•                     Authorize entering into a joint powers agreement (JPA) with the City of Lakeville to establish roles, responsibilities, and cost share for the intersection improvement project, CP 50-37.

SUMMARY

To provide a safe and efficient transportation system, Dakota County staff continuously monitors intersections within the County for deficient characteristics and provides recommendations for action if necessary. The intersection of CSAH 50 and Hamburg in Lakeville has exhibited crash patterns and frequency, as well as increased traffic demand due to increased development within the immediate surrounding area. Historical crash data from the most recent three years of available data (2020-2022) recorded 14 crash occurrences with ten of the 14 being right angle crashes.

Staff hired a consultant to complete an intersection study in late 2023 to reinforce the observations, determine contributing factors, and provide recommendations. The results of this study indicate a single-lane roundabout is recommended for implementation. A roundabout specifically addresses the existing pattern of right-angle crashes at the intersection by eliminating the possibility for this kind of crash and overall decreases the potential for higher severity crashes. The roundabout will provide additional pedestrian safety over the existing condition by reducing the total crossing width, allowing for two-stage crossing and slowing vehicles on each intersection approach. The implementation of a single-lane roundabout accommodates the anticipated 2040 traffic volumes.

To proceed with CP 50-37, the 2024 Transportation CIP Budget needs to be amended to add the project to the 2024 budget for the preliminary/final design and right of way phases. This segment of CSAH 50 was last reconstructed in 2019 with Lakeville as a project and financial partner. The Dakota County 2040 Transportation Plan Cost Share policy for roundabouts is 55 percent County and 45 percent City for intersections that have four legs with two jurisdictional owners. The City of Lakeville requested the County consider foregoing their cost share due to the recent reconstruction and the substantial financial commitment the City contributed. Staff presented this request to the Physical Development Committee on January 9, 2024, and received direction to proceed with the project as an exception to the current County Transportation Cost Policy. Staff will be developing draft cost policy language to address instances where changes to recently completed transportation projects are required due to documented safety concerns. These changes will be presented to the County Board for consideration and adoption at a later date.

Staff has coordinated with the City of Lakeville to proceed with the intersection improvement project. The lead agency for the preliminary/final design, right-of-way, and construction phases is being discussed with the City. Due to the amount of ongoing and priority projects within the County and City’s backlog, consideration is being given to whether a project needs to be delayed to prioritize CP 50-37 to construct in 2026.

A JPA between the County and City of Lakeville is necessary to outline cost participation, preliminary and final design responsibilities, right of way acquisition, future maintenance responsibility, and construction for CP 50-37. Cost participation will be documented as an exception to the Cost Policy to advance, with the County paying 100 percent of the associated costs.

RECOMMENDATION

recommendation

Staff recommends amending the adopted 2024 Transportation CIP Budget to add CP 50-37 with an established 2024 budget of $500,000 for the purposes of preliminary/final design and right-of-way acquisition. Budget for construction will be added during the upcoming CIP development cycle. Staff also recommends authorization to enter a JPA with the City of Lakeville to formalize cost contributions and responsibilities for design, right-of-way acquisition, and construction for CP 50-37.

EXPLANATION OF FISCAL/FTE IMPACTS

A budget amendment is required to establish a project and budget for CP 50-37 in the 2024 Transportation CIP Budget for $500,000 to perform preliminary/final design and right-of-way phases.  The cost share for the project is 100 percent County based on the direction received from the Physical Development Committee on 1/9/2024. This is considered an exception to the Dakota County Cost Policy. Sufficient funds exist within the Transportation Fund Balance to amend the budget.
