Authorization To Amend Professional Services Contract With KLJ Engineering LLC For County State Aid Highway 28 In Inver Grove Heights, County Projects 28-66 And 28-76
end
PURPOSE/ACTION REQUESTED
Authorize execution of the first contract amendment with KLJ Engineering LLC for preliminary engineering and final design services for the multimodal improvements and lane reduction on County State Aid Highway (CSAH) 28 from Babcock Trail to Cahill Avenue, County Projects (CP) 28-66 and 28-76 in Inver Grove Heights.
SUMMARY
To provide a safe and efficient transportation system, Dakota County is proceeding with CP 28-66 and CP 28-76, the CSAH 28 Roadway Improvements (Attachment: Project Location Map). County Project 28-66 consists of pedestrian crossing improvements along CSAH 28 near Simley High School utilizing a Safe Routes To School (SRTS) grant. County Project 28-76 consists of a lane reduction, pedestrian crossing improvements, signal revisions, and a signal replacement along CSAH 28 between Babcock Trail and Blaine Avenue. During project development, the pedestrian crossing improvements near Simley High School (CP 28-66) were separated into an independent plan set and construction project to meet SRTS funding deadlines. The consultant completed the engineering for both projects under one consultant contract.
Amendment No. 1 Request
By Resolution No. 23-538 (November 28, 2023), the County Board authorized the execution of a contract for $239,822.70 with KLJ Engineering LLC for engineering services for CP 28-66. Since the contract was awarded, the project team has identified the need for scope expansion due to additional coordination with the Minnesota Transportation Department (MnDOT) for the traffic signals at Trunk Highway (TH) 52, additional coordination with the City for the traffic signal at Blaine Avenue and splitting the project to be delivered in two phases.
MnDOT confirmed the need to submit a Level 2 Layout for the significant geometric revisions at the TH 52 ramps after design for the project had started. The level 2 Layout included a higher level of effort than what was described in the request for proposals (RFP). Additionally, the consultant gave technical support as the County coordinated with the City to determine if the signal at Blaine Avenue would be revised or replaced. During project development, it was assumed the signal at Blaine Avenue would be replaced, and there was no effort to consider signal revisions in the RFP. Finally, due to delays from additional coordination with MnDOT and the City, the management staff decided to split the project into two separately let projects. This allowed the County to meet funding deadlines for the SRTS improvements while maintaining enough development and review time for the remainder of the project. The following scope tasks have increased.
• Task 1: Project Management - $5,158.40
• Task 8: Preliminary and Final Engineering - $31,824.60
Amendment No. 1 request has a total value of $36,983.00, bringing the amended contract total to $276,805.70, which represents an increase of 15 percent of the total engineering costs. The County and City cost share for the amendment is based on the application of the County’s 2040 Transportation Plan cost policy. A more detailed description of all tasks associated with the negotiated scope increase is provided by KLJ Engineering LLC (Attachment: Amendment Memorandum).
