PURPOSE/ACTION REQUESTED

Authorize execution of agreement amendment No. 1032906A02 with Minnesota Department of Transportation (MnDOT) and City of Eagan for County Project (CP) 26-56 Advanced Traffic Management System in Eagan.

Authorize amendment to the 2022 Transportation Capital Improvement Program Budget.

 

SUMMARY

To provide a safe and efficient transportation system, Dakota County, is partnering with the MnDOT and City of Eagan on County Project (CP) 26-56.

County Project 26-56 is an Advanced Traffic Management System (ATMS) that includes traffic signal equipment upgrades and fiber optic cable installation along County State Aid Highway (CSAH) 26 (Lone Oak Road), CSAH 28 (Yankee Doodle Road), CSAH 31 (Pilot Knob Road), and CSAH 43 (Lexington Avenue) in the City of Eagan. The project also includes the removal and replacement of five MnDOT traffic signal systems at the I-35E ramps at CSAH 26, CSAH 28, and CSAH 31 (see Attachment: Project Location).

By Resolution No. 19-525 (May 21, 2019), the County Board authorized execution of cooperative construction agreement No. 1032906 with MnDOT and the City to define costs and responsibilities for the work associated with the replacement of five MnDOT traffic signal systems along I-35E at CSAHs 26, 28 and 31.

By Resolution No. 21-478 (October 5, 2021), the County Board authorized award and execution of a contract with Collins Electrical Construction Co. for construction of CP 26-56.

By Resolution No. 21-566 (December 5, 2021), the County Board authorized execution of agreement amendment No. 1032906A01 providing for an increase in the MnDOT cost-share resulting from the lowest responsible bid received.

 

The original agreement No. 1032906 applied a Federal-Aid cost share to the State Furnished Materials (SFM) for CP 26-56. The Federal Aid cost-share, however, cannot be applied to the SFM.

An amendment to the cooperative construction agreement is needed to replace the Federal-Aid funds that were originally planned for use on the SFM and to provide an additional $52,515.14 in MnDOT cost share. The County’s additional cost-share for SFM is $65,231.81.

EXPLANATION OF FISCAL/FTE IMPACTS

The 2022 Transportation Capital Improvement Program (CIP) Adopted Budget contains a total budget of $4,763,790 for CP 26-56 (see Attachment: Funding Summary). The County’s portion of the State Furnished Materials will be funded with CSAH. A budget amendment is needed to account for the additional costs.

WHEREAS, CP 26-56 is an Advanced Traffic Management System (ATMS) and aging signal replacement project along County State Aid Highway (CSAH) 26 (Lone Oak Road), CSAH 28 (Yankee Doodle Road), CSAH 31 (Pilot Knob Road), and CSAH 43 (Lexington Avenue) in the City of Eagan; and

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Physical Development Director to execute agreement amendment No. 1032906A02 with Minnesota Department of Transportation and City of Eagan for County Project 26-56, subject to approval by the County Attorney’s Office as to form; and

 

BE IT FURTHER RESOLVED, That the 2022 Transportation Capital Improvement Program is hereby amended as follows:
