PURPOSE/ACTION REQUESTED
Authorize the execution of a contract with Short-Elliott-Hendrickson, Incorporated, to perform engineering services for County Project (CP) 23-84 in Apple Valley
SUMMARY
To promote a safe and efficient transportation system, Dakota County is proceeding with CP 23-84 to design and construct improvements to County State Aid Highway (CSAH) 23 (see Attachment: Project Location Map). County Project 23-84 includes the resurfacing of CSAH 23 from CSAH 42 to Trunk Highway (TH) 77 in the City of Apple Valley, which will improve ride quality and extend pavement life. The project also includes the reconstruction of pedestrian accommodations to meet Americans with Disabilities Act (ADA) requirements and repairs to underground public utilities. This segment of CSAH 23 is on the National Highway System (NHS), and the project received federal funds that were available for work on the NHS for construction for 2024.
Consultant Selection: County staff issued a request for proposals (RFP) for design engineering services to three qualified consulting firms: Short-Elliott-Hendrickson, Incorporated, SRF Consulting Group, Inc., and Stonebrooke Engineering, Inc. Proposals were received from all three companies and evaluated by County and City staff. Short-Elliott-Hendrickson, Incorporated demonstrated that they could best provide the services in the RFP and provided a good approach to public involvement for the project. A consultant evaluation summary detailing the proposal process, review team, and evaluation criteria and results is included (see Attachment: Consultant Selection). The City of Apple Valley supports this selection.
