PURPOSE/ACTION REQUESTED

•                     Authorize amending the adopted 2024 Transportation Capital Improvement Program (CIP) Budget to include County Project (CP) 42-176, the construction of a temporary traffic signal at the intersection of County State Aid Highway (CSAH) 42 and CSAH 71/Blaine Avenue in Rosemount.

•                     Authorize entering a joint powers agreement (JPA) with the City of Rosemount to establish roles, responsibilities, and cost share for the temporary signal project.

•                     Authorize the award of a construction contract for the installation of the temporary traffic signal system at the intersection of CSAH 42 and CSAH 71/Blaine Avenue, CP 42-176.

SUMMARY

To provide safe and efficient transportation in Dakota County, staff has been working closely with the City of Rosemount and the developer’s engineering consultant for the Project Bigfoot site located at the southwest quadrant of CSAH 42 and CSAH 71/Blaine Avenue intersection (attachment: Location Map). Coordination to date has included impacts of the development, associated construction traffic on CSAH 42, CSAH 71/Blaine Avenue and the interchange ramps of Trunk Highway 52 and CSAH 42. The developer has requested a temporary traffic signal system at the intersection of CSAH 42 and CSAH 71/Blaine Avenue to manage construction traffic and safely facilitate traffic. The Dakota County Board of Commissioners authorized the installation of the temporary traffic signal by Resolution No. 23-389 (August 23, 2023). Construction for the Project Bigfoot site is expected to start in the spring of 2024, and the desire is for the temporary traffic signal system to be installed by the start of construction.

To ensure the local roadway networks are prioritized, and the temporary traffic signal can be managed appropriately, the County determined to lead the construction phase for the installation of the temporary traffic signal system. The developer’s engineering consultant is preparing the construction plans, specifications, and bidding documents under the guidance of the County ensure required standards are met. The County will advertise the project for construction and lead construction administration, maintenance, operation/timing of signal, and subsequent removal of the temporary traffic signal system. The system will be removed at a point when construction traffic no longer exhibits a need or at the discretion of the County Engineer. The cost share for all elements of the project development, construction, and management will be 100 percent developer costs through a developer’s agreement executed with the City of Rosemount.

In order to proceed with the project, the adopted 2024 Transportation Capital Improvement Program (CIP) Budget needs to be amended to add the temporary traffic signal system at CSAH 42 and CSAH 71/Blaine Ave, CP 42-176 and to add a project budget of $400,000 (City costs). Since the City of Rosemount has established a developer agreement that specifies all costs associated with the temporary traffic signal system will be funded by the developer, the County needs to represent the project costs as city local share. A JPA needs to be executed with the City of Rosemount to establish roles and responsibilities and specify that the cost share will be provided 100 percent by the City which they will be reimbursed from the developer through their established agreement.

Due to development construction expected to start in early spring 2024, the temporary signal system installation will need to commence ahead of the full development construction operation. The developer’s consultant has indicated a mid-March 2024 construction kick-off for the temporary traffic signal system would allow suitable time to complete the intersection modification in advance of the developer’s construction phasing. To facilitate this timeline, staff requests the delegation of authority to the County Manager to award the construction contract to the lowest responsible bidder for CP 42-176. This would allow the construction advertisement, award, execution and start of construction to follow a shorter schedule duration to meet the needs of the development. If the award to the low bidder requires a budget amendment or if rejection of bids is required, it would be brought to the County Board for action. Advertisement for construction is anticipated in late January 2024.
