PURPOSE/ACTION REQUESTED

Authorize execution of a contract amendment with HR Green, Inc., for design services to complete final design for County Project 42-161.

 

SUMMARY

To provide a safe and efficient transportation system, Dakota County and the City of Hastings are proceeding with County Project (CP) 42-161 in Hastings and Nininger Township (Attachment: Project Map). County Project 42-161 includes construction of 1.4 miles of multi-use trail, part of which serves as the Mississippi River Greenway; a mill and overlay of 2.0 miles of roadway; multiple roadway changes to address traffic and safety concerns for drivers, bicyclists, and pedestrians; and improvements for stormwater management. By Resolution No. 25-210 (April 22, 2025), the County executed a contract with HR Green, Inc., for $211,467.00 to provide services to complete preliminary and final design for this project, including assistance in public involvement and right of way acquisition.

 

Through the design process, several additions to the project, including new turn lanes, bypass removals, pedestrian crossing improvements, storm sewer adjustments and stormwater treatment facilities have expanded eight of eleven project tasks to account for the changes to the project and for additional needs for agency and public coordination. The additional work and cost subtotals by task include the following:

 

                     Project management to oversee the expanded scope to completion. ($4,614).

                     Additional public involvement to communicate changes to the project and expected impacts during construction ($8,692).

                     Utility coordination to address expanded project area ($4,030).

                     Additional survey and parcel sketch revisions ($18,303).

                     Revisions to preliminary design for added project elements ($17,542).

                     Creation of typical section graphics for agency coordination ($8,249).

                     Development of final plans with added project elements including new roadway construction, reconstruction of curb, storm sewer adjustments and stormwater treatment ($128,467).

                     Additional permitting related to the expanded scope ($1,242)

 

The additional processes to plan and design these improvements exceed the original scope for the project and require additional work on the part of HR Green to address all needs in working towards a final design (Attachment: Amendment Request). Completion of these tasks over the next several months is key to addressing all project objectives and remaining on schedule for construction in 2027.

Staff recommends authorizing an amendment totaling $191,139 to the contract with HR Green, Inc., for a new not to exceed amount of $402,608.

EXPLANATION OF FISCAL/FTE IMPACTS

The Transportation Capital Improvement Program includes $2,872,134 for CP 42-161.  There is sufficient project budget available to fund the contract amendment with HR Green, Inc.

RESOLUTION

WHEREAS, to provide a safe and efficient transportation system, Dakota County and the City of Hastings are advancing County Project (CP) 42-161; and

 

WHEREAS, CP 42-161 will improve trail facilities, traffic safety, and pavement quality on County State Aid Highway 42 from Lock Boulevard to Trunk Highway (TH) 61; and

 

WHEREAS, Dakota County retained HR Green, Inc. in April 2025 for design services to produce final plans for CP 42-161; and

 

WHEREAS, the design and public involvement processes have led to roadway design changes beyond the original scope, requiring an expanded design process to include limited roadway expansion, traffic pattern changes, storm sewer adjustments, stormwater treatment, and pedestrian crossing lighting; and

 

WHEREAS, HR Green, Inc., produced a revised work scope at the request of the County in the amount of $191,139, incorporating the expanded project scope and tasks necessary to complete final plans and advance the project towards construction; and

 

WHEREAS, staff recommends the continuation of the design contract with HR Green, Inc.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorize the Transportation Director to amend the contract with HR Green, Inc. in an amount not to exceed $402,608 to allow continuation and completion of final design for County Project 42-161.
