PURPOSE/ACTION REQUESTED

Authorize to renew the joint powers agreement (JPA) with Intermediate School District for school resource officer services.

 

SUMMARY

Historically, the Dakota County Board of Commissioners has authorized the Dakota County Sheriff to contract with Intermediate School District 917 to provide school resource officer services to their academic program.  Alliance Education Center has been in partnership with the Sheriff’s Office for over 20 years and Lebanon Education Center was added in 2019-2020. The existing contract expires on August 31, 2022, and the school district and the Sheriff’s staff desire to continue the school resource officer partnership during the period September 1, 2022, through August 31, 2024.

 

Intermediate School District 917 has historically paid 75 percent of the cost of annual salary, benefits, and vehicle for one Special Duty Deputy and vehicle assigned to each school for nine months, with the remaining 25 percent paid by the County. During the summer months, these positions are assigned to areas of need within the Sheriff’s Office. Intermediate School District 917 has agreed to compensate Dakota County up to $164,484 for two school resource officers and vehicle costs for the 2022-2023 school year, and up to $172,708 the 2023-2024 school year.

Authorize the Sheriff to renew the JPA with Intermediate School District 917 for school resource officer services for the 2020-2021 and 2021-2022 school years and provide one General Duty Deputy at Alliance Education Center and one General Duty Deputy at Lebanon Education Center.

EXPLANATION OF FISCAL/FTE IMPACTS

The Sheriff’s budget includes necessary funding and reimbursement Intermediate School District 917 to support this position in 2022 and will be included in the County Manager’s recommended budgets for 2023 and 2024.

WHEREAS, Intermediate School District 917 has requested the School Resource Officer Services continue to be provided by the Dakota County Sheriff’s Office for the 2022-2023 and 2023-2024 school years at the Alliance and Lebanon Education Centers, and the Sheriff desires to provide that service; and

 

WHEREAS, Intermediate School District 917 has historically paid 75 percent of the annual cost of salary and benefits, with the remaining 25 percent paid by the County; and

 

WHEREAS, during the summer months, these positions are assigned to areas of need within the Sheriff’s Office; and

 

WHEREAS, the joint powers agreement provides that Intermediate School District 917 will reimburse the County up to $164,484 for salary, benefit and vehicle costs for the 2022-2023 school year and up to $172,708 for the 2023-2024 school year.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Dakota County Sheriff to execute the joint powers agreement with Intermediate School District 917 to provide two Special Duty Deputies for school resource officer services at Alliance and Lebanon Education Centers for the period of the school years September 1, 2022 through August 31, 2024, subject to approval by the County Attorney’s Office as to form.
