WHEREAS, the adopted 2026-2030 Facilities Capital Improvement Program Budget includes a project to renovate the Burnhaven Library; and

 

WHEREAS, by Resolution No. 26-298 (July 7, 2026), the Burnhaven Library Renovation project budget was amended adding an additional $200,000 to achieve roof renewal work in 2026; and

 

WHEREAS, staff prepared bid documents with professional design support from Braun Intertec and released them for bidding on August 26, 2026; and

 

WHEREAS, the bid documents included a base bid and two bid alternates; and

 

WHEREAS, BL Dalsin Roofing has submitted the lowest responsive and responsible bid; and

 

WHEREAS, staff recommends acceptance of the base bid, bid alternate No. 1, and bid alternate No. 2 to best meet the original project intent; and

 

WHEREAS, the combined total value of the base bid and both alternate bids is below the latest construction cost estimate; and

 

WHEREAS, staff and Braun Intertec have reviewed the qualifications of the bidder and recommend award to BL Dalsin Roofing in an amount not to exceed $654,124; and

 

WHEREAS, the project budget is sufficient to support the issuance of the contract.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to execute a contract with BL Dalsin Roofing, 9201 52nd Avenue North, Minneapolis, MN 55428, in an amount not to exceed $654,124 for the roof renewal portion of the Burnhaven Library Design and Renovation project, subject to approval by the County Attorney’s Office as to form.

BACKGROUND

This project will renew the existing 20-year-old roof at Burnhaven Library. The library currently features a gravel-surfaced, four-ply hot-mopped roof. The design plan involves reusing all existing insulation that remains in good condition. By taking this renewal approach rather than a full tear-off and replacement, the project will provide the library with a durable, weather-tight roof for the next two decades while significantly reducing overall project costs.

 

Construction bid documents, prepared by staff with support from Braun Intertec, included a base bid and two bid alternates:

 

•Bid alternate No. 1 adds the roof of the 2011 addition so that the entire building is renewed this year.

•Bid alternate No. 2 replaces one of the metal penthouse roofs. The other penthouse roof was replaced in 2011.

 

The project was advertised for four weeks starting August 26, 2026. Four bids were received on September 24, 2026.

Staff and Braun Intertec reviewed the bids, confirming that the bids meet design and bidding requirements. Staff recommends accepting the base bid and the two bid alternates from BL Dalsin Roofing. The engineer’s estimate is $800,000. The lowest responsive, and responsible bid is $654,124, which is 18% below the engineer’s estimate due to favorable bidding conditions.

FINANCIAL AND STAFFING IMPACTS

The adopted 2026 Facilities Capital Improvement Program Budget as amended, for the Burnhaven Library project is $8,575,000 and is funded almost entirely from the recent sale of County debt. Of this budget, $175,000 was funded from a Minnesota Department of Education Library Construction Grant. The project budget includes funding for construction and can support the issuance of this contract. There are no staffing impacts for this project.
