PURPOSE/ACTION REQUESTED

Authorize execution of a contract with Certified Recycling, LLC for mattress recycling and reuse services at the Recycling Zone Plus (RZP).

 

SUMMARY

Background: In Minnesota, counties are responsible for developing projects and programs to achieve state goals for waste management including a 75 percent recycling goal by 2030. Dakota County’s 2024-2044 Solid Waste Management Plan includes strategies for residential reuse programs and opportunities to recycle challenging materials, including mattresses, by using County collection facilities. Mattresses can be managed through recycling or reuse services and preserve landfill space. 

 

Request for Proposals: A request for proposals was issued on February 18, 2026, and posted on the Dakota County website. Two proposals were received by the March 13, 2026, deadline. The proposals were reviewed by staff for completeness; plan to meet the scope of service requirements; overall company quality service capabilities, demonstrated performance for a similar services and responsiveness; ability to develop and maintain detailed tracking and reporting; and proposed fees for recycling and reuse services.

 

Proposed Contract Terms: Proposed terms for the Recycling Zone Plus services include:

                     Regular RZP staff training on identifying recyclable or reusable mattresses and best management methods for handling mattresses.

                     Collection, processing, and marketing of mattresses and the recovered materials.

                     Collection and delivery of reusable mattresses to a local nonprofit organization for reuse.

                     Providing trailers, waterproof storage containers, and large mattress pallets.

                     Providing detailed monthly invoicing and reports detailing trailer weights and recycling and reuse unit counts.

 

The contract term is from date of execution to June 29, 2028, with a two-year extension option.

Staff recommends executing a two-year contract with Certified Recycling, LLC from date of execution to June 29, 2028, with a two-year extension option, for mattress recycling and reuse services at the Recycling Zone Plus.

EXPLANATION OF FISCAL/FTE IMPACTS

The contract with Certified Recycling, LLC is expected to cost $111,000 annually and will be included in the County Manager’s recommended 2027 budget for the household hazardous waste program. Service costs are based on the number and type of units received, number of pickups, and reuse container monthly fees. The contract cost will be funded by fees charged for mattresses. Fees will be established in the 2027 fee schedule.

RESOLUTION

WHEREAS, by Resolution No. 25-456 (September 23, 2025), the Dakota County Board of Commissioners approved the 2024-2044 Dakota County Solid Waste Management Plan (Plan); and

 

WHEREAS, as part of the Plan, the Dakota County Board of Commissioners encourages residents and businesses to properly manage hazardous wastes and recyclables; and

 

WHEREAS, as part of the Plan, the Dakota County Board of Commissioners supports the opportunity and collection of household items including mattresses that are challenging for residents to recycle; and

 

WHEREAS, as part of the Plan, the Dakota County Board of Commissioners seeks to increase residential reuse opportunities using County collection facilities for household items that are challenging to reuse including mattresses; and

 

WHEREAS, collected mattresses for recycling and reuse require comprehensive training, storage, transportation, and management services; and

 

WHEREAS, the Recycling Zone Plus recycling area can accommodate collection services for recycling and reuse of mattresses; and

 

WHEREAS, Dakota County staff issued a request for proposals on February 18, 2026, seeking a vendor to provide comprehensive mattress recycling and reuse services at the Recycling Zone Plus; and

 

WHEREAS, two potential vendors submitted proposals which were evaluated by staff; and

 

WHEREAS, Dakota County requests services for a two-year contract term, with a two-year extension option; and

 

WHEREAS, Certified Recycling, LLC has a demonstrated excellent service record and submitted a complete and comprehensive proposal for mattress recycling and reuse services; and

 

WHEREAS, the $111,000 annual contract cost is included in the household hazardous waste annual budget; and

 

WHEREAS, mattresses will be collected for a fee from residents for recycling and reuse to offset the annual contract cost; and

 

WHEREAS, staff recommends execution of a contract with Certified Recycling, LLC for mattress recycling and reuse services at the Recycling Zone Plus.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Environmental Resources Director to execute a contract with Certified Recycling, LLC for a term from date of execution to June 29, 2028, with a two-year extension option, and not to exceed contract amount of $444,000, subject to approval by the County Attorney’s Office as to form and subject to approval by the County’s Risk and Homeland Security Manager.
