PURPOSE/ACTION REQUESTED
Authorize award of bid and execution of a contract with Tech Logic Corporation to provide an automated materials handling system for the Burnhaven Library Renovation project. This project is included in the 2026-2030 Facilities Capital Improvement Program Adopted Budget.
SUMMARY
A key component of library operations and service delivery is the automated materials handling system (AMHS). The AMHS processes library material returns at both interior and exterior book drops, to check in and sort materials. A new AMHS was planned for and included in the Burnhaven Library Renovation project designs, as prepared by Hammel, Green & Abrahamson (HGA). A Core Planning Group comprised of Library and Facilities Management staff developed the requirements for the AMHS to meet staff needs.
AMHS bid documents were prepared by staff with professional design support from HGA. The bid documents included a Base Bid and one Alternate Bid. Alternate Bid #1, includes providing a three-year service contract to begin after the initial 12-month warranty period.
The AMHS bid documents were used to obtain competitive bids. The project was formally advertised for four consecutive weeks starting on December 25, 2025. Two competitive bids were received on January 22, 2026. The following list includes the bids received with Base Bid, Alternate Bid #1 and Total values:

Staff have reviewed the submitted bid forms, found everything to be in accordance with the design intent and bidding requirements, and recommend award to Tech Logic Corporation. After further review, staff recommend proceeding with the Base Bid and acceptance of Alternate Bid #1. The combined total value of the base bid and alternate bid from Tech Logic Corporation aligns with the cost estimates for this system. The available project budget can support issuing a contract for the combined total value.

EXPLANATION OF FISCAL/FTE IMPACTS
The 2026 Facilities Capital Improvement Program Adopted Budget for the Burnhaven Library Renovation project is $8,200,000 and is funded entirely from bond proceeds from the sale of County debt in July 2025. This project budget includes funding for a new AMHS and can support the issuance of this contract.

WHEREAS, the 2026-2030 Facilities Capital Improvement Program Adopted Budget includes a project to renovate the Burnhaven Library; and
WHEREAS, the project includes a new automated materials handling system; and
WHEREAS, a Core Planning Group worked with Hammel, Green & Abrahamson (HGA) to develop the requirements for the automated materials handling system; and
WHEREAS, bid documents were prepared by staff with professional design support from HGA which were released for bidding on December 15, 2025; and
WHEREAS, the bid documents included a Base Bid and one Bid Alternate; and
WHEREAS, two competitive bids were received on January 22, 2026; and
WHEREAS, Tech Logic Corporation has submitted the lowest responsive and responsible bid; and
WHEREAS, staff recommends acceptance of the Base Bid and Bid Alternate #1; and
WHEREAS, staff has reviewed the qualifications of the bidder and recommends award to Tech Logic Corporation in an amount not to exceed $259,361.19; and
WHEREAS, the project budget is sufficient to support the issuance of the total contract value.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Facilities Management Director to execute a contract with Tech Logic Corporation, 835 Hale Avenue North, Oakdale, MN 55128, in an amount not to exceed $259,361.19 for the automated materials handling system for the Burnhaven Library, subject to approval by the County Attorney’s office as to form.
