PURPOSE/ACTION REQUESTED

Authorize the Deputy County Manager to amend the current contract with Sentinel Technologies Inc Corporation (Sentinel) to implement a Cisco-based call Campaign Manager for the Public Health Department.

 

SUMMARY

Public Health worked with the Information Technology Department (IT) to find a better way to notify residents of their eligibility for Child and Teen Check-Up services. The State requires that Public Health notify eligible residents in at least two formats; one method used is telephone calls. To help manage the hundreds of calls currently being done manually each month, IT reached out to the County’s reseller, Sentinel, and found they offer a Campaign Manager module that would work with the County’s unified communication system, which is currently licensed through them. This module will allow Public Health to automate this notification process where they can provide a call list the software will use to automatically call and deliver the information required. This automatic notification process will reduce approximately 80% of the manual calls, equates to an estimated 2,045 hours annually.

IT currently contracts with Sentinel for its Unified Communication and IVR/Call Center solutions. The Campaign Manager is an additional module that will be added to the current contract. This contract, contract #DCA20221, runs through March 8, 2029.

Staff recommends the Board authorize the Deputy County Manager to amend the contract with Sentinel Technologies Inc Corporation to implement the Campaign Manager module in an amount not to exceed $12,218.34 over the remaining term of the current Unified Communication, IVR, and Call Center contract ending March 2029.

EXPLANATION OF FISCAL/FTE IMPACTS

Year 1 implementation cost:  $8,920

Year 1 subscription fees (partial year):  $970.10

Year 2 subscription fees:  $1,164.12

Year 3 subscription fees:  $1,164.12

 

Total not to exceed cost:  $12,218.34

 

This will be added to the current contract with Sentinel, contract #DCA20221. This contract is included in the 2026 Adopted General Fund Budget in the Information Technology department and is funded by levy.

RESOLUTION

WHEREAS, County IT contracts with Sentinel for its CISCO/WebEx Unified Communication and IVR/Call Center solution; and

 

WHEREAS, Public Health has requested to add the Campaign Manager module to automate their required notifications to eligible residents; and

 

WHEREAS, the additional implementation and subscription fees for the Campaign Manager module will add an additional $12,218.34 cost to the current contract with Sentinel ending in March of 2029.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to amend the current contract with Sentinel for the additional CISCO Campaign Manager module, in the amount of $12,218.34, subject to approval by the County Attorney’s Office as to form.
